Nowadays we see lots of local app stores for iOS and Android all over the world, at least there is 2 legal app stores else than Google Play in my country.
Is it possible to create a custom store like that for windows phone?

There are custom ROMs for some WP devices (googleable); also, if you developer unlock the phone officially, you can install apps (up to 10) via datacable.
But there's no quick "allow 3rd party" setting like on Android, so running a store for casual users is unrealistic.

There is no way to create a new Store on Windows Phone. You can however distribute Enterprise Applications to devices that are enrolled with your organization. See this topic for more information.

During my work-from-home days, I use a Mac Mini at home to access my Mac workstation in my office through a VPN set up by my IT department at work.
When I use OSX's Screen Sharing at home to control my workstation, does my workstation in my office display what I'm seeing & doing on the screen share at home, or is the screen still blank? If someone is in my office, can they see what I'm doing?
Assuming your remote workstation's monitor is turned on, everything you do remotely is visible on that monitor and anyone physically present there will be able to see what you are doing.

My mom forgot her password, and she can’t log in to her laptop now. Is there a way for us to get our family pictures? That’s the only thing we really want to recover. I’m not a Windows user, so I’m clueless; any suggestions are more than welcome.
If the windows account is connected to a Microsoft account, the password can be reset through Microsoft directly (i.e outlook.com).
However, I am not aware of a simple way to reset the password of a local user on windows.
An alternative that may work would be to boot from a Linux live USB (DO NOT INSTALL from the USB) and access the files on the disks from there.

I am trying to create apps, but obviously you can't on windows. I have searched on youtube so many times and I just need a solution. I tried Yosimite on VMware and it told me the virtual CPU would not work. (Also I have access to a mac if needed for install procedure). Thank you!
You can't without running into illegal content like Hackintosh

We recently purchased a Chromecast to cast to our old (but very good) computer monitor as a substitute TV. Unfortunately, the monitor doesn't support HDCP, so the Chromecast OS refuses to display anything. Is there anything we can do in software (I hear root can be achieved) to disable this requirement?
There is no official way of doing that; if you consider the reason behind the HDCP requirement, you'll realize that Google will not enable any means to disable that.

As part of our product we use 3rd party hardware and drivers. Unfortunately, these drivers aren't signed so up pops the "Found new hardware wizard" when installing or upgrading our product. Our product is web based and allows the users access to everything they need remotely, apart from this one case.
Is there a registry hack or other OS setting that will stop the wizard appearing?
Can we sign the drivers ourselves?
Could we write a program that would click "Next, Next, Next" on the wizard that will work on all language variants of Windows?
There is 2 ways to get silent installation:
1) Sign the driver and that can be hard/impossible if you don't have the driver source code.
2) You can write a co-installer dll using this api's. The problem that this is not reliable and from our experience there is a lot of workarounds for different Windows flavors.
The only 100% reliable option will be option one.
