Upgraded to Windows 10 and now WAMP won't work - windows
I had WAMP working happily on windows 7 as my local development server. Upgraded to Windows 10 today and had an orange WAMP icon on my taskbar. Turns out Windows had installed and ran IIS automatically (why?).
I disabled IIS, restarted, started WAMP and the icon turned green. However, going to localhost results in a connection refused message. I used the 'Test Port 80' option on the WAMP menu and it says that yes, Server: Apache/2.2.21 (Win32) PHP/5.3.10 is listening on port 80.
The Apache error log doesn't display anything helpful.

The Apache access log just displays several instances of

Any hints, clues, questions to ask on how to proceed? Any way to get more details on why the connection would be refused, and what changed in Windows 10 that would cause it?
Search for "Turn Windows features on or off" on the taskbar.
Under "Internet Information Services" deselect "World Wide Web Services" that Microsoft must turn on by default (takes port).
Reboot and WAMP came back up as before.
With some windows updates it might occur the need to repeat this operation
When I upgraded to Windows 10, Wamp had a port problem with Apache.
Run cmd as Administrator, and enter:
iisreset /stop
Then Apache > Service > Install Service will prompt you to press Enter to install as normal.
Once installed Restart All Services and you should be up and running.

1. Go to Start, type in services.msc
2. Scroll down in the Services window to find the World Wide Web Publishing Service.
3. Right click on it and select Stop.
4. Now restart WAMP and you should be good to go.
Remember every time you need to do after restarting your computer... :)
My WAMP icon was RED after upgrading from Windows 8.1 to Windows 10.

The W10 install will have over wirtten all knowledge of the Apache and MySQL services.
Dont Panic: All you need to do is:
Start WampServer
left click wampmanager -> Apache -> Services -> Install Service
left click wampmanager -> MySQL -> Services -> Install Service
Stop WampServer
Start WampServer
It should be fine now.
I didn't have IIS running, and nothing was using my port 80. Didn't even restart the PC, just the above solved my WAMP issues. Hope this helps someone else!
If other answers not work, try running wampserver as administrator.

My solution:
You have to remove wamp completely, I used REVO Uninstaller which remove all files. Check that there is NO Wamp Folder on the C:/ drive. Empty trash bin.
Go to windows and install all the c++ visuals and updates (for what ever system you have).
Restart machine every time it tells you to, download a fresh wamp and install.
Start wamp, it should go orange.
Go to windows programs (turn features on / off and remove remove IIS service, reboot the machine, restart wamp and bingo it goes green!
I know that this seems along way round but it worked for me after trying all the suggestions on here.
Check you HOSTS file. c:\windows\system32\drivers\etc\hosts you will need admin privileges to edit this file.
It should contain at least these lines without a # comment symbol in column 1 :-
127.0.0.1 localhost
::1 localhost
plus any entries for Virtual Hosts you may have.
Figured it out. I had a static IP before the update. The router port forwarded to it to allow me to use a subdomain of our dns entry to access the dev server. Restoring the static IP configuration solved the problem.

If you installed on Windows, its common issue you come up with Wamp server since default windows web services (ie IIS) uses your port which is 80.
You could find it with netstat -aon | findstr :80

since the last update of windows in december(approx 21st dec) i was facing some critical problem and not starting apache is one of them.
I was looking for a proper solution since. so i followed following steps
1) checked service and found wampapache64 service was not starting. tried to start manually with different settings but nothing worked
2) tried removing and installing service of apache from wamp menu but didnt work either
3) so i tried the bellow code in cmd(administrative mode)
cd c:/wamp/bin/apache/ApacheX.X.X/bin
httpd.exe -e debug
it started my apache service
(if this dont start then try step 2 again)
even after all this your apache service dont start right click on wamp icon>tools>restart DNS and then restart wamp
(before the windows update i had set static ip, so it was not working when i removed that ip. the above process allowed access to dynamic ip

I had the same problem on Windows 10 64-bit, running Wamp 2.5 64-bit.
Unfortunately, the above solutions didn't work for my specific problem. Solutions from other sites failed as well.
However, I was able to fix this by uninstalling the 64-bit Visual C++ redistributable for Visual Studio 2012 and installing the 32-bit version in it's place.
I re-installed Wamp, and voila - Problem solved.

I have been reading all the solutions, and honestly I got lost as I am not that technical. This is my solution: click on the vamp icon (left mouse button) and go with your pointer to apache, once you on appache you will see the httpd.conf file. Open this file and look for the nexy line: Listen 12.34.56.78:80 Listen 0.0.0.80 Listen [::0]:80. Change 80 into i.e. 12. Save the file and restart services. Use localhost:12 as url. It works for me.
If you don't have ISS started, and have a same problem...
Try it: In my case, i use Skype and this problem is caused because the Skype use 80 and 443 ports to accept incoming connections aditionals.
In Skype, click in Tools -> Options -> Advanced -> Connections -> set unmarked checkbox (Use 80 and 443 ports for connections...)
Reboot your Windows, and the WAMPSERVER start all services correctly.

Activating WAMP after the 2015-2016 update
Right click on "This PC" on your desktop and choose "Manage"
On the left side select the "Services and Applications"
Double click on "Services" in the middle window
Scroll down in the Services window to find the World Wide Web Publishing Service. Right click on it and select Stop.
Now restart WAMP and you should be good to go.
I got a windows 10 64 bit machine. I simply uninstalled the existing 64bit wamp installed, and installed 32 bit after installing VC++ support.
Now it worked for me
EDIT: if you have already installed WITHOUT admin. privileges you need to do a reinstall WITH admin. privileges. Less won't do (at least for me).
What Mohammad Ali Akbari said was the turning point for me, up until that point all I ever got was red. Here's listed my full set of actions (note that some of them might be redundant):
1) download C++ redistibutable like so many others said - I chose 32-bit version (x86) just to be sure as some1 noted it might be an issue using x64
2) make sure IIS is disabled (and no other program occupies port 80) - again as described by so many others (control panel -> programs and functions -> disable or enable windows functions), testable by rightclicking wampserver icon -> tools -> Test port 80
3) I also manually edited the host file c:\windows\system32\drivers\etc\hosts as described by RiggsFolly to uncomment
127.0.0.1 localhost
::1 localhost
4) And finally I ran the program with administrator privileges
Result: instant full green icon :)

Ig you have Skype running close it and restart all services!
I install wamp and visual C++ which is required for windows 10 but my wamp is orange. I just follow these step.
1 - Left click on wamp icon >> Apache >> Services
2-Click on Install services
3- Stop and restart wamp server
and it turn to green.
one more thing you need to check if you are using skype.
Open skype
1Tool>>Option>>advance>>Connection
Uncheck the port 80 it by default selected.
Setting up WAMP on Windows 10
I struggled with this for 2 days and finally found a very simple solution.
I completely uninstalled WAMP. After messing with it for 2 days, I wanted to make sure to start over with "factory settings."
I downloaded a new copy of WAMP. During the install process it told me that a WAMP folder already existed, and asked if I still wanted to install it there. I said yes.
I opened notepad as an administrator. I navigated to HOSTS file. C:\windows\system32\drivers\etc\hosts
I removed the '#' comment from these 2 lines.
127.0.0.1 localhost
::1 localhost
I saved the file, and bingo! Worked like a charm. WAMP worked exactly as it was supposed to after that. And BTW, I didn't have to change any port settings.

I use WAMP x64 version and had an issue of apache not starting, this I fixed by installing Microsoft Visual C++ 2012 Redistributable. After a restart apache was working again.
Left click on the Wamp icon > Localhost.
If this brings up the WampServer page, Apache is running.
If you can't get to the WampServer page, then you should left click on the Wamp icon > Apache > Service.
If all options there are grayed out except Install Service and Remove Service, then click Install Service.
Left click on the Wamp icon > Restart all services.
Click phpmyadmin under the Tools heading. If you get an error like (#2002), then there is likely a problem with your MySQL installation.
Left click on theWamp icon > MySQL > Service.
If all options there are grayed out except Install Service and Remove Service, then click Install Service.
Left click on the Wamp icon > Restart all services.
This fixed the problem for me and I hope it does for others as well.
I have solved this issue by stopping a service
SQL Server Reporting Service(SQLEXPRESS)
and
install apache service.
If you use VMWare -> just go to windows services (type services in search bar)
and right-click on VMware Authorization Service (from list) and at the end select stop. Now try to start apache again.

localhost doesnot work with xampp
Maybe it is asked several times before but I couldn't get any solution. I have installed xampp in my computer. I have changed httpd.conf and httpd-ssl.conf for "port 80" and "443" troubles. Now the control panel shows that, Apache and MySql is running fine. But http://localhost is not working. Shows Not Found in my browser.
Try this first: Turn off skype, and all other applications that are running and then turn on the server make sure that the server works as default installation (with all apps closed in first step)
Oh...I wrote http://localhost on my address bar. It did not work. Then I wrote http://localhost:8081(the port number which I changed) and it worked nicely.

Try installing as admin and disable your anti virus when installing, you can also disable UAC as well. And always run as Admin when launching by right clicking the .exe and go properties and set "Run as Administrator"

first check your xampp folder where apche/bin and mysql/bin is available or not.if it is not available then search it into your drive and put the xampp folder as it is.And last restart your xampp control panel and start the apache and mysql server.
This happened to me yesterday after a crash. It was saying Tomcat was not found, and the buttons were disabled. First thing I checked was if Tomcat was in the Xampp directory and could be started manually. It could, so I started looking for configuration errors. I clicked the config button at the top, then service and port settings, and then the Tomcat tab. I saw immediately that Xampp was looking for Tomcat 7, and that was the problem. I had updated to 8 a long time ago and I guess when the system crashed, Xampp reverted to the default config. I changed that to 8, and restarted Xampp. Problem solved, but the buttons were still disabled. I then discovered that in the xampp-control.ini file, under the ServiceNames section, it said Tomcat=Tomcat7. I changed that to Tomcat8 and restarted Xampp, and the buttons were working again. I would imagine it would be a similar procedure for any of the other modules not being detected. I hope this helps someone.
you placed xampp control on the desktop for a quick start this is the main reason for disabled apache and MySQL button. try to start from install xampp folder.

I had a similar issue running Visual Studio 2019 on Windows 10. Some solutions that worked for others seemed to include: Changing the application port number. Have Visual studio automatically assign a port number each time the application start. Restart Visual Studio Restart the computer. Unfortunately, none of these solutions worked for me, assigning another port number did work but was not an acceptable solution as it was important for my application to run on a specified port. The Solution First I ran the command: netsh http add iplisten ipaddress=:: from an elevated command-line process. This solved the initial error, when attempting to run the application I no longer got the "port in use" error, instead, I now got an error stating the application was unable to bind to the port because administrative privileges were required. (although I was running Visual Studio as administrator) The second error was caused by Hyper-V that adds ports to the Port Exclusion Range, the port my application uses was in one of these exclusion ranges. You can view these ports by running the following command: netsh interface ipv4 show excludedportrange protocol=tcp To solve this second error: Disable Hyper-V: Control Panel-> Programs and Features-> Turn Windows features on or off. Untick Hyper-V Restart the computer. Add the port you are using to the port exclusion range: netsh int ipv4 add excludedportrange protocol=tcp startport=50403 numberofports=1 store=persistent Reenable Hyper-V Restart the computer From here everything worked perfectly.
i solve the problem this way... File -> Open -> Web Site... After that select Local IIS under IIS Express Site remove the unwanted project. hope this help.

I had the same problem, but no proccess appeared neither in netstat nor in resmon. What solved the problem for me was closing all the open browser windows.
You're looking for netstat. Open an administrative command shell and run netstat -aob And look for port 10360. It'll show you what executable opened the port and what PID to look up in Task Manager. (Actually, run netstat -? in an unprivileged shell first, because I don't approve of blindly running anything you don't understand, especially in a privileged context.) Here's what the switches do: -a shows all connections or open ports, not just active ones - the port you want is probably listening, not active. -o shows the owning PID of the connection or port, so you can find the process in Task Manager's Processes tab. (You might need to add the PID column in Task Manager. View->Select Columns) -b shows the binary involved in opening the connection or port. This is the one that requires elevated access.
The cause of this issue in my own case is a bit different. Everything was working fine until I started docker to do some other stuff. Starting docker, in one way or the other, added some new ranges of ports to the Port Exclusion Ranges. What to do: Open command prompt (As an administrator) run: netsh interface ipv4 show excludedportrange protocol=tcp (You should see the port your application is using in the excluded port ranges) run: net stop winnat run: netsh interface ipv4 show excludedportrange protocol=tcp (by this time, the Administered port exclusions ranges should reduce) run net start winnat. If the problem was caused by Windows NAT Driver (winnat), then you should be good by now.
Close the VS Start again - right click and run as admin Run your project again.
Running visual studio in administrative mode solved my issue
Delete the .sln file, if you have one. Open the file C:\Users\NN\Documents\IISExpress\config\applicationhost.config Locate the problematic site in configuration/system.applicationHost/sites and delete the whole site section. "Open Web Site.." from Visual Studio and the project will be given a random new port.
For me the "The specified port is in use" error is usually fixed (well actually worked arround) by stopping the "Internet Connection Sharing (ICS)" (SharedAccess) and the "World Wide Web Publishing Service" (W3SVC) service. After the project / ISS Express is started the stopped services can be started again without issues. Whenever i receive the error the port (in the 50000 range) is definitely not in use (checked with netstat & tcpview). It would be nice if Microsoft did some integration testing of Visual Studio / IIS Express along side with HyperV and the "normal" IIS Service OR gave some guidance on which port ranges to use for VS / IIS Express (and which ports to avoid).
Visual studio 2015 Close all the files you have open inside Visual studio. Then close application and exit Visual Studio. Open Visual Studio and it should successfully run. I hope this helps.
netstat didn't show anything already using the port netstat -ano | findstr <your port number> showed nothing for me. I found out that port was excluded using this command to see what ranges are reserved by something else: netsh interface ipv4 show excludedportrange protocol=tcp You can try to unblock the range from the start port for a number of ports (need Command Prompt with Administrator): netsh int ip delete excludedportrange protocol=tcp numberofports=<number of ports> startport=<start port> However, in my case I couldn't unblock the range, I just got "Access is denied", so I ended up having to pick another port for my site. My original solution: The only thing that worked was deleting the .vs folder in the solution folder. (I've since found you can just delete the .vs/config/applicationhost.config instead to avoid losing so many settings).
If netstat doesn't show anything, try a reboot. For me, nothing appeared in netstat for my port. I tried closing Google Chrome browser windows as #Clangon and #J.T. Taylor suggested, but to no avail. In the end a system reboot worked, however, so I can only assume that something else was secretly holding the port open. Or perhaps it just took longer than I was prepared to wait for the ports to be released after Chrome shut down.
For me, close all application and restart the computer. When window start, Open Visual studio first, then open browser and click run(F5). Now it works. I don't know why.
Open Task Manager and Just Close all processes of 'IIS Express System Tray' and 'IIS Express Worker Process' and Re-run the Project
For me, the Google Chrome browser was the process which was using the port. Even after I closed Chrome, I found that the process still persisted (I allow Chrome to "run in background" so that I can receive desktop notifications). I went into Task Manager, and killed the Chrome browser process, and then started my web application, it worked like a charm.
Open your csproj with for example Notepad ++ and scroll down to DevelopmentServerPort. Change it to something else as long as it's above 1024 like rekommended (so for example 22312). Also change the IISUrl to http://localhost:22312/. Save your changes and restart the project.
In my case there was no application using specified port and elevated running of Visual Studio didn't help either. What worked for me is to reinstall IIS Express and than restart computer.

I had same error showing up. I had my web service set as an application in IIS and I fixed it by: Right-click on my WebService project inside my solution > Properties > Web > Under 'Servers' change from IIS Express to Local IIS (it will automatically create a Virtual Directory which is what you want)
When Port xxxx is already being used, there's always a PID (Process Id) elaborated with the error. Simply go to the task manager on the machine you are running the application, click on details, and you will identify what the other application is. You can then decide whether you want to end that process or not
Just to add to this, I had the full IIS feature turned on for one of my machines and it seemed to cause this to happen intermittently. I also got random complaints about needing Admin rights to bind sites after a while, I assume that somehow it was looking at the full IIS config (Which does require admin as it's not a per-user file). If you are stuck and nothing else is helping (and you don't want to just choose another port) then check you have removed this if it is present.
FWIW, I tried tons of these options and I didn't get anywhere. Then I realized I had installed VMWare Player just before the issue started. I uninstalled it, and this error went away. I'm sure there's some way to make them coexist, but I don't really need Player so I just removed it. If you've tried all kinds of stuff and it's not working consider looking through any programs you've installed recently (especially those that deal with network adapters?) and see if that gets you anywhere.
In Visual Studio 2017, select Project/Properties and then select the Web option. In the IIS section next to the default project URL click Create Virtual Directory. This solved the problem for me. I think in my case the default project Virtual Directory had been corrupted in some way following a debugging session.
For me only thing worked is removing the element containing my application name, path and binding info under </system.applicationHost> element in applicationhost file. To be found under C:\Users\yourUsername\Documents\IISExpress\config Closed the the solution , deleted the bad site element , save the applicationhost file and close. Reopen the application/Website from Visual studio using Admin rights - Rebuilt and Run. Voila... A new port is auto assigned to your application which solves the purpose. Can also be verified without running-- check the Properties window for the solution and URL will have new port number.
In my case I got also this issue from my ASP Core 3.1 projets.
I thing that for some reason visual studio ignore the IP/Port setting in the project property and start it on 5000 and 5001. I discovered this while attempting to start my Core 3.1 projects from prompt using dotnet run

I am having problems starting Xampp
Xampp will not start up, the console pops up saying starting Xampp etc. then disappears. However The Xampp control console does not pop up, when i click on it it says its already running but I cant open it. When I type in local host in IE I get the 404 error message not found. I made sure to give Xampp access to network. Why can't I start up Xampp?
Is 80 port open? Skype use this port by default.
I know may be late .. but i can help you when this prob again arises . With skype 1. take tools in skype and take connection options. 2. uncheck the "use port number 80" 3. also change use use port for incoming calls to any other. FOR XAMPP 1. do one thing restart your system 2. take command prompt . 3. type netstat -ao 4. then you can get the PID for the port number 80.(remember this PID) 5 take task manager, click on services 6. find the PID which you have found in the command prompt ealier for port number 80 7. right click on it and stop the service. Now you can take the xampp control panel and run apache and sql.. the issues will be solved.
XAMPP doesn't bind to port after installation

Its fine! now just open localhost or 127.0.0.1 in a browser. and tell if you dont see the welcome page
