gendef returning invalid syntax error - installation

I am trying to install Theano for machine learning on my Windows 7 computer.
One of the last steps in installing the dependencies is to 'create a link library for GCC' by 'Opening up the Python shell and cd to C:\SciSoft. Then execute:
gendef WinPython-64bit-2.7.9.4\python-2.7.9.amd64\python27.dll
dlltool --dllname python27.dll --def python27.def --output-lib WinPython-
64bit-2.7.9.4\python-2.7.9.amd64\libs\libpython27.a
I've tried doing this but I get a invalid syntax error highlighted on 'WinPython'. I tried changing directory to go deeper and running gendef again and it also returned the same error. This is a copy and paste job from http://deeplearning.net/software/theano/install_windows.html#install-windows

I also followed the tutorial at the link to install Theano.
The line "Finally we need to create a link library for GCC. Open up the Python shell and cd to c:\SciSoft" is probably an error; "the Python shell" should be modified to "cmd.exe".
The two-line scripts are not python scripts, and can be successfully run on cmd.exe after changing directory to c:\SciSoft.

Error while installing Alien::XGBoost library

I'm unable to install the Alien::XGBoost library using the default installation of Strawberry Perl on Windows 10. I'm using the 64-bit version of Strawberry Perl.
When installing Alien::XGBoost, I receive an error on line 49 in the Alien/Build/CommandSequence.pm file as shown below.

The author of the library just confirmed it was a bug. His statement is below. I installed the previous version and it worked perfectly.

It's a bug! I forgot to quote the path.
As you can see both md commands have the path double quoted (""), but not the copy command.
I'm working to fix it and also I'm going to get travis and appveyor integrations to avoid this in the future.
This weekend this will be fixed. Meanwhile please install the previous version:
cpanm PABLROD/Alien-XGBoost-0.03.tar.gz

Python 3 installation, additional to existing Python 2 on Windows: Fatal Python error: Py_Initialize: unable to load the file system codec

Sorry if this is a re-post. I have been searching for hours and there are a lot of similar problems, but they are not exactly the same as my issue.
I have been working with Python27 on my 64bit Windows for a while now and I would like to install Python 3 in parallel.
I downloaded and executed the installation .exe of Python 3.5 for 64bit Windows. The installation worked without any errors and added C:/Python35 to the Windows PATH variable.
However, when I click on python.exe in the directory C:\Python35, instead of launching a python 3.5 shell as it's supposed to do, it pops up a Window saying
Python has stopped working
Also there is a command shell saying:
Fatal Python error: Py_Initialize: unable to load the file system
codec File "C:\Python27\Lib\encodings__init__.py", line 123
raise CodecRegistryError,\
^ SyntaxError: invalid syntax

So appearently Python 3.5 is using the Lib directory of Python 2.7. This is probably related to the PYTHONPATH variable that is set to
C:\Python27;C:\Python27\Lib;C:\Python27\DLLs;C:\Python27\Lib\lib-tk
When I change the PYHTONPATH variable to
C:\Python35;C:\Python35\Lib;C:\Python27\DLLs;C:\Python35\Lib\lib-tk
Python 3.5 works, but Python 2.7 throws the error above.
Is there any way to permanently define that the command "python3" uses one PYTHONPATH and the command "python2" uses another PYTHONPATH?
Copying python.exe and renaming it to python3.exe didn't help. Neither did uninstalling and installing Python 3.5 again.
I have a lot of old jupyter notebooks that are written in Python 2.7 and it would be great if I could continue to use them by choosing different kernels (see here).

Build R source code from windows

C:\Work\R contains the R-3.1.1.tar.gz file
I have build R source(R-3.1.1) in windows 8 from the following commands
cd C:\Work\R
tar --no-same-owner -xf R-3.1.1.tar.gz
cd C:\Work\R\R-3.1.1\src\gnuwin32\
make all recommended
Add the following path to the Environment variables
C:\Work\R\R-3.1.1\bin\i386
Enter the R.exe in command promt
I got the following Error
Fatal error unable to open the base package
System information
Windows 8, 64 bit operating System, x64 –based processor
How to resolve this error?
If you are using R, you can download the newest version from here and then simply install it.
If you have an older version and want only to download the new one, use those commands inside R:
# installing/loading the package:

We can resolve this issue by using the following command before build the R source code
Set TMPDIR=c:\cygwin64\bin
Here c:\cygwin64\bin is the cygwin installed location in Windows 8 machine.
Here I have mentioned the R source code build steps:
Install cygwin setup
Install RTools
Create the R_HOME file in the directory like C:\R_HOME
Place the R source code tar file in the R_HOME
Add the following path in environment variable in first
c:\Rtools\bin\;c:\Rtools\gcc-4.6.3\bin;C:\cygwin64\bin\;C:\Program Files (x86)\HTML Help Workshop\;C:\R_HOME\R-3.1.1\bin\;
Enter the following command in the command prompt
Set TMPDIR=C:\cygwin64\bin
Set working directory as C:\R_HOME
Enter the following command
tar --no-same-owner -xf R-3.1.1.tar.gz
Copy the Tcl source from c:\R (it will be created while installing RTools)
Set the working directory as follow in command prompt
C:\R_HOME\R-3.1.1\src\gnuwin32
Enter the following command
Make all recommended
Enter the R.exe command in command prompt. We can enter the R terminal

Trying to build dia on Windows with MinGW

I'm trying to build dia on my windows system with the MinGW toolkit.
What I did:
Downloaded GTK all-in-one package and unpackged it to C:\gtk and did the setup described in the readme.
Downloaded intltool-0.50.2 and unpacked it into the C:\gtk dir
Added gtk's bin directory to PATH environment variable
Checked out dia into C:\dia\
Opened a command line with admin privileges
Opened a bash in /c/dia/ and typed autogen.sh
The Script is running until it tries to execute the macro IT_PROG_INTLTOOL(...)

When I go to configure.ac and comment the line (I know I shouldn't do so, just for test purposes) IT_PROG_INTLTOOL([0.35.0]) the next macro error comes up regarding PKG_CHECK_MODULES.

./configure: line 15577: `PKG_CHECK_MODULES(GMODULE, gmodule-2.0 gobject-2.0)'
As far as I can see, all these required libs (intltool, gmodule, pango, freetype, pkg-config, ...) are installed and can be found. But why do these macros not work?
It looks like the configure script was regenerated and there were some errors while it was generated.
You could try touch(1)'ing (however this is done on Windows...) files to avoid that the buildsystem tries to regenerate configure
Make sure your autotools are all installed and that autoreconf does not spit out any warnings
There are binary packages for dia on Windows available http://dia-installer.de/index.html.en

Why doesn't LWP.pm work on Mac OSX?

I have a Mac Book Pro, it has Perl.
I have a script with includes.
use LWP ;
use HTTP::Request::Common qw{ POST };
use HTML::Form;
LWP so I ran (twice once as root once as normal user) Guide I followed
perl -MCPAN -e 'shell'
install Bundle::LWP
install HTML::Tree
install HTML::Form
Warning: Cannot install HTML::Format, don't know what it is.
It says its missing two dependencies, but when I install them it says they are already done...?
