I have been developing websites for some years. I know PHP. but I have never worked with a CMS before. I've been told to create a website with Joomla where there's a homepage and also new users may sign up and then they can have a profile page where they can upload their profile picture and write their résumé.
This is easy for me to implement this system if I start coding it by myself. but how can I do this in Joomla? is there a plug-in which I need? could someone please give me some resources?
No need to re-invent the wheel - there are tons of ready-built components at the Extensions Directory. Last I checked Community Builder and JomSocial were the most popular, but they might be overkill for your need, so it's worth having a look at the other choices there. If you're new to Joomla, you're probably interested in a Component, which is essentially a "sub-application" that installs under Joomla. They usually include Modules that can be displayed on the site, as well as Plugins that work with the core Joomla logic to perform specialized functions for the installed component.
There are many plugins, but the simple functionality of user profiles is implemented in Joomla. This question might help you.
I am trying create a joomla component. In that component I need to store some phone numbers and those numbers should be provided when an extension asks for them. How can I achieve this? Please direct me if there is comprehensive tutorials.

I see that you tagged 2.5, but version 3 is the new stable version. There is an example V3 component here:

When i using jUploader it is only allow to convert joomla1.5.18 to 1.7 but i need joomla2.5
Thre is a lot of documentation out there on how to convert Joomla 1.5 sites to Joomla 2.5.
You need to use an extension such as JUpgrade to upgrade your site to 2.5.
Please bare in mine that this will update your database tables and core extensions such as com_content, mod_login etc. This will not upgrade 3rd party extensions that you have found from the Joomla Extensions Directory. You will need to go back to whereever you downloaded these extensions from and see if there is a Joomla 2.5 compatible version of them, and install them, else you'll need to look for an alternative.
Seeing as you have waited all the way till now, you might be best off upgrading again to Joomla 3.x. Even though this it eh short term release, it is the way forward, will save what could be another time consuming upgrade in the future.
Oh and as always recommended, please make sure you take a backup of your site before the upgrade.

I have a problem I cant figure out. When I started the website the voting system worked... but now many hours later it doesn't save the vote anymore.
I hope some of you have tried the same or have an idea about what can be wrong.

Rather hard to tell only by looking at it and not having access to the code, so these are the only things I can suggest.
Ensure you have the latest Joomla version (2.5.6)
Switch to the default Joomla template and try voting again.
Install JDump to see if its a PHP related problem.
Install a fresh copy of Joomla and your template on a subdomain and after each extension you install, test the vote.
I've got a serious issue with tracking ecommerce analytical data in google for my client's Joomla! site. The plugins that I've found available are shoddy and only work very inconsistently.
I'm currently using Virtuemart within the Joomla! site and have installed the 'Artio' plugin. http://www.artio.net/joomla-extensions/google-analytics-tracking-code-for-joomla but the information comes in sporadically and seemingly randomly.
Is there another way? Is there a way to fix the Artio plugin? Does it have to further coded manually?

We had the same frustrations with various plugins, so ended up with a module called Google Analytics Tracking Module from the JED, and followed the clearly described steps from Google Analystics to Set Up Ecommerce Tracking with great success.
