Just a few days ago got this error, after updating to Visual Studio Community 2022 v17.2 (from v17.1.6):

Uninstalled everything related with VS2022 + Installer
Rebooted
Fresh Git Cloned the project I'm working on (I work on several computers all with Win 10 and all with the latest updates, this is the only VS installation that presents this problem)
Reinstalled VS 2022 v17.2 (with .NET 6.0, the usual install)
The .csproj file has everything in place:

I found the problem and it indeed had to do with restoring NuGet Packages, in that I have a connection to a corporate NuGet repository, and the call to it was breaking due to wrong credentials.
What was troubling was that the error did not identify the nature of problem with the connection or the username of the credentials getting refused.
On the logged in user popup dialog window, where the several used usernames are presented, there was one username that was required to re-enter its password.
That was all it took.
Visual Studio > Tools > Options > Azure Service Authentication. ReBuild and the NuGet Packages will be restored and build successful.
We had this issue in our Azure DevOps pipeline and it ended up being that the "NuGet Restore" task was using an old version of NuGet. You can see which version the pipeline is using if you check the logs for the "NuGet Restore" task and look for the "Detected NuGet" line.
We:
added in the "NuGet Tool Installer" task before the "NuGet Restore" task
Under the "Version of NuGet.exe to install", list the version you want to use, or the minimum version (e.g. >=6.1.0)
(this step is possibly overkill) Under the "NuGet Restore" Task, check "Disable local cache"
This happens because NuGet writes a file named project.assets.json in the obj\ folder & the .NET SDK uses it to get information about packages to pass into the compiler. In .NET 5, Nuget added a new field called TargetFrameworkAlias, and thus in MSBuild versions < 16.8 or NuGet versions < 5.8, it is possible that you can generate an assets file without the TargetFrameworkAlias as it will read the property and not find it.
You can resolve this issue by ensuring you are on MSBuild version 16.8+ & using NuGet version 5.8+.
In my case I have commented out the TargetAlias line and it published successfully.

For me, I was getting this when updating my projects from .NET Core 3.1 to .NET 6. I had my .NET 6 code in another Git branch and when I switched from the main 3.1 branch to the 6 branch and then tried to build the solution, I would get that message.
After some trial and error, the solution that worked for me was doing the Git checkout and the restore via command line.
Close the solution
From the Developer Powershell (or using regular Powershell or the Visual Studio 2022 Command Prompt), navigate to the local directory that has your repo, and then:
git checkout [branch name]
dotnet restore
Then back in Visual Studio, reopen the solution and build, which would work.
For me, this happened after switching from .net6.0 to .net 7.0 in asp.net core / blazor project. The error occured when trying to publish the project to IIS.
Solution was to switch the "target framework" in the publishing configuration (.pubxml) in the "Publish"-tab.
For me this fix worked:
If you don't have the dotnet cmd line tool, download and install the .NET 6 SDK.
Open a cmd prompt and run the command:
dotnet restore <path to your solution>
(for instance: dotnet restore c:\app\myapp.sln)
nuget restore resolved the same issue
and/or dotnet restore
I had this bug in a solution with several SDK plus non-SDK C# projects.
What fixed my case:
Close the solution.
Separately open the first project of the solution that Visual Studio failed to build.
Build the project. --> "Error not found and build is OK"
Reopen solution. --> "Error disappeared"
I got the same error when publishing Web API to the cloud.
Use Tools ->Command line -> Developer command prompt in Visual Studio 2022, enter AZ login, and after login, restart the visual studio, it is working for me again.

Resolved by adding a "NuGet Tool Installer" using version >=6.0.0

we got this problem when added cache on gitlab, and started to use dotnet restore,
it happend because we missed the "runtime" parameter to the restore command,
- dotnet restore --packages .nuget --runtime win-x64
- dotnet publish --no-restore --runtime win-x64
In my case the problem was I had updated the Nuget package version in one assembly but not in another, so check you have the same nuget package versions across your solution.
For me, it works to set the target framework to another framework like .NET Core 3.1, build the application, set the framework to the original framework and rebuild.
In my case I had inadvertently added a couple of projects to the solution that were in another folder. I received no errors until I changed NET version from NET6.0 to NET6.0-windows on one of the projects. The solution then didn't build, with 100s of errors, but each individual project built OK.
I noticed that "project.assets.json' doesn't have a target" error among all the errors, pointing to the outside folder.
Bringing those projects into the solution folder fixed the error.
I got the same error sometime back. This worked for me: Logout from visual studio and login to visual studio account
I had an error:
Ensure that restore has run and that you have included 'net6.0' in the

I removed bin and obj folders for this project and rebuilt the project. dotnet clean, dotnet restore didn't work for me.
I had the same problem ("...\obj\project.assets.json' doesn't have a target for 'net6.0'. Ensure that restore...") with clean batch compilation of my sln: msbuild 17.4, nuget 4.7.
I replaced string
nuget.exe restore my.sln
with string
msbuild.exe my.sln /t:Restore
that was before
msbuild.exe my.sln /t:Build
and everything worked.
I got the same error this morning.
This worked for me: right click on solution explorer in visual studio -> 'Restore NuGet Packages'.

I cannot seem to find leptonica.sin and how to integrate with visual studio ? I need the steps that are left. I am new to visual studio please mind my question.

You probably already figured this out (I'd hope) but if not... Step #5 as you listed has a typo:
Build a solution (leptonica.sin) in your Visual Studio version.
It's supposed to be leptonica.sLn, as in a Visual Studio Solution file.
In your build directory listing you have leptonic.sln. If you double-click that it should open in Visual Studio (assuming a default/correct install).
With Visual Studio 2019 at least you don't actually have to generate a solution file with CMake manually like this as Visual Studio now supports opening folders that contain CMakeLists.txt files as though they are solutions.
You can just do the following to build Leptonica on Windows:
Download sw-master-windows-client.zip from https://software-network.org/client/.
Unzip sw.exe to some directory sw_dir.
Add sw_dir to your path environment variable. Log out and log in to make sure the path is updated.
Enter power shell etc. and run "sw setup" from a command line.
Git clone Leptonica to some directory from https://github.com/danbloomberg/leptonica
Start up Visual Studio.
Choose "Open local folder" from the intitial dialog VS presents you with. Select the Leptonica folder.
At this point Visual Studio will begin running CMake on the folder and it should succeed assuming it can find sw.exe. This step takes a while. After it completes you can build all from the build toplevel menu.
I have a project created in Visual Studio, 2013.
The project file has the following properties:
ToolsVersion="12.0",
PlatformToolset = v120.
I have Visual Studio 2013 and Microsoft Build Tools 2015 installed.
This project gets successfully built using MSBuild 12.0. Upon the attempt to build it with MSBuild 14.0 I get an error
MSB4019: The imported project "C:\Microsoft.Cpp.Default.props" was not found. Confirm that the path in the <Import> declaration is correct, and that the file exists on disk.
As I understand, the problem is that the variable VCTargetsPath doesn’t get evaluated. If I specify the variable VCTargetsPath before the build (with the value C:\Program Files (x86)\MSBuild\Microsoft.Cpp\v4.0\V120), the problem is solved.
However, this approach is not very convenient in case the path is different. Is it possible to somehow solve the problem in a more optimal way?
The registry key and its value:
HKLM\Software\WOW6432Node\Microsoft\MSBuild\ToolsVersions\12.0\VCTargetsPath $([MSBuild]::ValueOrDefault('$(VCTargetsPath)','$(MSBuildExtensionsPath32)\Microsoft.Cpp\v4.0\V120\'))
This will usually solve the problem:
Run on an elevated command prompt (admin):
npm install --global --production windows-build-tools.
npm is required and my recommended package manager.
Change ownership of the install dir (in my case C:\Program Files (x86)\MSBuild\14.0) to your user, instead of admin. (properties>Security>Advanced).
Sometimes step 2 is unnecessary. It is still recommended to avoid having to use admin console for some commands.
I recently reinstalled Visual studio 2017 and encountered this issue while trying to install "npm java".
The fix for me is:
set ms version to 2017: npm config set msvs_version 2017
set VCTargetsPath environment variable to C:\Program Files (x86)\Microsoft Visual Studio\2017\BuildTools\Common7\IDE\VC\VCTargets
run command console as system administrator
These steps solved my issue:
Run npm install --global --production windows-build-tools
Run npm install --save nan
Set VCTargetsPath environment variable to C:\Program Files (x86)\MSBuild\Microsoft.Cpp\v4.0\V140
For those using VS 2019:

For those the above answer does not work, here is another possible solution to look at.
Even the installation of build tools or VS 2015 did not work for me. So I tried installing below directly via PowerShell (as admin)

Command:
choco install visualcpp-build-tools --version 14.0.25420.1
Once this was installed, set an environment variable VCTargetsPath=C:\Program Files (x86)\MSBuild\Microsoft.Cpp\v4.0\v140

Set VCTargetsPath environment variable to C:\Program Files (x86)\MSBuild\Microsoft.Cpp\v4.0\V140
build using admin
I could not make it work with all the suggestions on this page
I downgraded nodejs to 10.15 and it worked fine

When running MSBuild outside of Visual Studio 2019 (migrated from 2012), I had these kinds of problems.
I solved them running this MSBuild:
"C:\Program Files (x86)\Microsoft Visual Studio\2019\Community\MSBuild\Current\Bin\msbuild"
(customize it based on your VS version and target architecture) instead of this one:
C:\Windows\Microsoft.NET\Framework\v4.0.30319\msbuild
that I was using when I had Visual Studio 2012.
I solved the problem by loading the solution in VS 2019 instead of double-clicking the solution name in File Explorer.
My specific problem was using "yarn install" and during the build process, it was trying to build the node_modules node-sass component using MSBuild, and failing.
I would get the following error: "error MSB4019: The imported project "C:\Program Files (x86)\MSBuild\Microsoft.Cpp\v4.0\V140\Microsoft.Cpp.Default.props" was not found. Confirm that the path in the <Import> declaration is correct, and that the file exists on disk."
This makes sense on a new developer machine with only Visual Studio 2022 installed. After investigating the node-sass module's build\binding.sln file, it appeared indicate that it requires Visual Studio 2015 VC++ Build Tools.
I then downloaded the "Visual C++ Build Tools for Visual Studio 2015 with Update 3" DVD image from Microsoft. After I installed it, it seemed to solve the problem, no PATH or registry changes required. When I ran "yarn install" again, building the module node-sass completed properly.
First I went to the path and confirmed that I didn't have that file. I was able to get that file by
opening the Visual Studio Installer,
clicking on "Modify" of the current installation
selecting "C++ Clang-cl v142 build tools (x64/x86)" under the Individual Components" tab.
Confirm the installation by clicking the "Modify" button
I tried npm install and VCTargetsPath, all not work. Finally solved after it after upgrading visual studio to the latest version.
Resolved by installing Visual Studio Express 2015 for Windows 10.
This happened for me when I used node version 14.15.3, install Node Version Manager, install lower Node version (8.x.x for example), switch to it and that should solve the issue.
After calling VS2019's vcvarsall.bat, it is necessary to use VS2019's MSBuild instead of the one in C:\Windows.

In my case, the reason was that the system environment variable VisualStudioVersion was pointing to the removed version of Visual Studio.
The same solution was building ok from inside the Visual Studio but failed when building with the command-line MSBuild.
The problem was solved by changing the environment variable manually.
I have VS 2019 and I met the same problem trying to install module 'keytar' on Windows 10. This is what I did in order to solve the problem:
Opened "Visual Studio Installer" and removed extra 2017/2019 build tools (for example "Visual Studio Build Tools 2017", restarted the PC
Got back into "Visual Studio Installer" / "Visual Studio Professional 2019" / "Modify" and added "Desktop development with C++" workload
Got into project folder with my problem, removed node_modules folder
Opened CMDO
As #TheRennen suggested performed the command:
set VCTargetsPath=C:\Program Files (x86)\Microsoft Visual Studio\2019\Professional\MSBuild\Microsoft\VC\v160\
(without quotation marks and with one backslash at the end)
run yarn command and now there were no errors.
I think now it a time to add VCTargetsPath into Windows env values.

I have faced this issue while building my flutter application. The issue arises because of the program in my case flutter was unable to locate the file "Microsoft.Cpp.Default.props" which is required for building flutter apps in windows.

You can see few folders with version numbers
Open the folder and check which one have the "Microsoft.Cpp.Default.props" file . For my case it was the last folder v170. Open Environment variable and set "VCTargetsPath" variable with path to the folder in which "Microsoft.Cpp.Default.props" is present. Save path and restart the build process. This should work.
Make sure to use --global with the command in order to be able to use this package anywhere.

While checking the .vcxproj file, I noticed the ToolsVersion was missing. I added it and it solves the issue.
Before :

I understand that in linux cmake, make and make install can be combined together to produce a release. For example:
cmake -DCMAKE_BUILD_TYPE=Release ..
make
make install
In windows, however, I cannot find similar commands that can do the same job. Usually, what is done is to build a .sln project first if Visual Studio is used, after that compile the .sln project and in the end run the INSTALL project. Will it be possible to make a release with several commands as it has been done in Linux. Many thanks.
You can use msbuild instead of make:
cmake -G"Visual Studio 12" ..
msbuild /P:Configuration=Release INSTALL.vcxproj
or you could use CMake's --build argument:
cmake -G"Visual Studio 12" ..
cmake --build . --target INSTALL --config Release
If you need the equivalent of the make command with no args (i.e. make all) you would build the ALL_BUILD target as well, but this is built as part of the INSTALL target anyway.
In addition to Fraser's answer, to get the first solution to work, one might need to call MSBuild in CMD as Administrator from the original path
cmake ..

for Visual Studio 2015 and below:

I've also noticed that some solutions in Visual Studio 2017 wont show their contents in the Solution Explorer if the enviroment variable is set. Just remove them again if necessary.
I have this command in a post build event:

This works just fine when I compile in Visual Studio. But when my build runs this it fails. That is because someone somewhere thought it was a good idea to have builds on TFS not run the same as a build on a dev machine.
In this case it is the fact that all output files are grouped into a common "Binaries" folder.
So, my question is this:
Is there a property I can use (instead of ProjectDir) that will allow me to reference the output location of the build?
Meaning that it will point to the binaries folder when running a TFS build and point to my normal output when doing a normal Visual Studio based build.
I tried $(OutDir) but it equated to "bin\Release\"
UPDATE: I tried to use $(OutDir) but Visual Studio fails with the partial path it provides. Is there something that could be used with $(OutDir) to give a full path for both Visual Studio and TFS builds?
In case it matters:
TFS version is TFS 2010 (Latest releases installed)
Build Machine and Dev Machine are both running Windows 7 and VS 2010 Ulitmate
$(OutDir) should resolve to your bin\debug or bin\release etc for local builds, on the build server this will be resolved to the Binaries folder.
So yes, $(OutDir) should be the right one to use.
