I was looking for IPCU for managing my provisioning profiles on my latest Mac OS 10.12.4 Sierra, but there is no valid dmg available on the internet. Is that available, or is there some another tool for doing the same?

I tried to install from here: https://en.freedownloadmanager.org/Mac-OS/iPhone-Configuration-Utility-FREE.html . On installation, it shows me some error. But when I Spotlight Search, I can see IPCU installed on my mac(initially there was no IPCU on my mac). You can try the same.

I am currently working on a research project that is on the Ubuntu environment. I am testing to see if it can work on MacOS. I am trying to meson build but the dependency requires libsctp. Is there an equivalent package for Mac?
I've tried libusrsctp but it is not the same.

I am not aware of a macOS port so you have have to port it yourself.

I am currently using SmartSVN for any Update on my server.
But I have worked on windows system and Windows have same tool named TortoiseSVN is there any same tool or plugin which we can use in MAC to update our files or commit our files directly through finder ?
I have seen many answer related to this but all are very old and not work in MAC OS 10.10.
Any New plugin or app which will provide finder + SVN update & commit ?
SnailSVN seems have Finder Integration
SCPlugin has Finder Toolbar Support. This mostly will not work. Definitely won't work on macOS 10.12

Before learning Shoes I want to see some real example of a Ruby GUI windows desktop app using "Shoes". Please point me to some downloadable example for Ruby GUI windows desktop app using "Shoes" library.

Samples are in the repository. As far as executables, it is simply Ruby. Depending on the operating system you are using depends on how you signify an 'executable'.

I'm thinking about using the AquaticPrime licensing system for my new mac app. Is the framework popular? What apps are using it?
It's used by a lot of applications. Make sure you get the latest version of the source from its new home:

The latest version fixes several bugs that are still in the version that's hosted at aquaticmac.com.
You should use the CoreFoundation version of Aquatic Prime, the Objective-C code is very easy to bypass. In fact, you shouldn't really use Objective-C for any registration-related code.
I know that Pukka, a desktop bookmarks posting client for del.icio.us, uses AquaticPrime.
