I want to create spring cloud project where parent project is my common project and all other modules depends on this custom parent project and not on "org.springframework.cloud" as parent project .
I do not want to add this in my parent pom

Where possible, just use the latest versions to fix version issues.

Ideally you should remove the version completely, let Spring Boot take care of it.
I tend to use dependency versions provided by Spring Cloud project in my dependencyManagement section: http://projects.spring.io/spring-cloud/
This way I don't have to manually put dependency versions and avoid problems like you just presented. Selecting dependency versions manually quickly becomes a huge pain and this approach uses versions that are tested by the community.
In case of Spring Cloud, Finchley release train works with Spring Boot 2.

I'm new to spring-cloud concepts and had followed each and every step of spring cloud document provided by spring.io

weird thing is when I do clt+space on spring-cloud- in my STS, I don't see any option to add spring-cloud-starter-config dependency in pom.xml file, as a result I couldn't able to import the package org.springframework.cloud.config.server.EnableConfigServer in my class file. I'm not understanding what would be the reason and why is it happening so.

Looks like problem is with other server details which I added previously resulted in not downloading spring-cloud-config related dependent pom.Cleaned m2 repository and changed pom, it solved.

Actually your ide not getting the dependency, you should clean build again and if still showing error then simply remove that dependencies from your local repository (I. e. ./.m2 if using maven) and clean build your project again then all required dependencies will be downloaded I your local.

however, the project won't compile can not resolve the dependency of spring-boot-starter-parent and shows error in <version>1.3.8.RELEASE</version>
I have tried to reimport the pom dependencies and restart intellij. I can not find any imported library in my project structure since maven fails to resolve dependency
