I have this site "localhost". I want all pages should have https except "localhost/order.aspx?r=15". problem here is it redirect all pages to HTTPS including "localhost/order.aspx?r=15". I have also tried the pattern like

So I fixed it.
Clear Browser cache, as often time browser remember the HTTPS path. and tries to retrieve the HTTPS even if you provide HTTP only.
I will recommend using IE to test this.
Update the rule like this.

I have an existing web.config file to redirect a page titled privacy.asp to privacy (without the .asp extension). It works as it should.
I now have a client who had a file privacy.html and I want to send a httpResponseStatus of permanent, that being /privacy.
Here is what I tried but when pulling up the privacy.html it resolves with the .html extension but the actual page is that of the .asp.

Right now my site is working like that whenever i hit my root site link mysite.com i get mysite.com/public and sub pages are being accessed as mysite.com/public/login.

You need to set your webserver up so that the /public folder is the site root. If you have to prefix every URL with /public, that means it is currently pointed at the app root.
copy .htaccess from public directory to main directory
change the server.php file to index.php in main directory

This answer is a little more secure (paranoid) than the others, and is based on the way CakePHP does it. This assumes that you have a directory named "public" which contains all of the js, css, image, and font files. If you have other extensions you want to allow, add them to the second rule. You can change the directory name from "public" to anything be replacing the word "public" in rule 1 and 2.
