Visual Studio can't find Add-in Manager - visual-studio

I am following an online tutorial on the Xamarin Docs the problem is it says
On Windows, select* Tools > *Add-in Manager... . Select the Gallery tab, expand the Game Development category and select MonoGame Addin, then click Install:
But I cant find "Add-in Manager" in the Tools drop-down menu, the tutorial says to create a Universal MonoGame Mobile application project but I have Monogame installed but don't see that option so I guess that I need to do the thing with the add-in manager first
other:
I am using Visual Studio 2017
Main Problem:
Can't find a Universal MonoGame Mobile application option when creating a new project, but I see other monogame options such as Android and IOS.

James Montenegro : extension "Plugin For Xamarin Templates" for UWP

I want to create a plugin for Xamarin Forms. I tried that with extension "Plugin For Xamarin Templates" but when I create the project it throws this error :
And the "Solution Explorer" only shows Android , IOS and PLC projects.
This template is determined for Visual Studio 2015. If you want to use it in VS2017 install Visual Studio 2015. Then create project template in VS2015 and remove Windows Phone projects. After that you can open in Visual Studio 2017.
In case that you don't want to install VS2015 you can do everything manually. Follow my answer here.

Here is image of the problem
You said that you installed the "Xamarin program", but what exactly did you install? I cannot tell from your screenshot if you are using Visual Studio 2013 or Visual Studio 2015, but...
If you are using Visual Studio 2013, you will need to use the Xamarin Universal Installer(Just input your information and the file will be available to download).
If you are using Visual Studio 2015, then you can install Xamarin directly from within the Visual Studio 2015 installer window. Using Microsoft's guide from here you can:
...open Control Panel > Programs and Features, choose the Visual Studio 2015 item, and click Change. When the installer opens, click Modify
Check the following boxes:
Cross-Platform Mobile Development > C#/.NET (Xamarin)
For Windows 8+: Cross-Platform Mobile Development > Microsoft Visual Studio Emulator for Android
(Optional) If you plan on targeting Windows devices, also check Windows and Web Development > Universal Windows App Development Tools and/or Windows 8.1 and Windows Phone 8.0/8.1 Tools
Click the Install button
Once installation is complete... check for Xamarin updates through Tools > Options > Xamarin or Tools > Options > Xamarin > Other, where you’ll find a Check Now

Xamarin Blank App (Native) template missing in Visual Studio 2015

I have installed all the tools for development with Xamarin in Visual Studio 2015, but somehow I do not see Blank App (Native) template when I create new project. I am only able to use Blank Apps (Xamarin Forms) template. I have already tried to reinstall Xamarin, reinstall Visual Studio install all the Xamarin sdks separately, but still no success. Have you please any idea, how to get the template to the list?
Try this(from msdn):
In Control Panel, open Programs and Features, choose the Xamarin item,
and click Change. In the setup wizard for Xamarin that appears, click
Next and then Change. In the list of optional features to install,
expand Xamarin for Visual Studio 2015, choose will be installed on
local drive, and click Next to proceed with adding the feature.
VS 2015 caches a lot and that usually means a lot of troubles.
Close Visual Studio 2015.
After restoring Xamarin, go to C:\Users\user_name\AppData\Local\Microsoft\VisualStudio\14.0\VTC and type on the search box cache.bin
NOTE - You will only see those files if you set the show hidden files option.
Delete all cache.bin files.
Reopen VS2015. All your Xamarin templates will be there and they show the appropriate icon.
Visual Studio updated Xamarin Blank App option to Mobile App (Xamarin.Forms). Once you have selected the Mobile App (Xamarin.Forms) option, you can create a Blank App as you like.
I make an creating directions GIF.

Looks like you didn't install the (right) Android SDKs.
Go into Tools > Options and find the 'Xamarin' page. Then go into 'Android Settings' and check if the SDK path is found.
If these aren't filled correctly you should install them. Easiest is to download the installer from Xamarin or reinstall from Visual Studio (through add/remove applications and edit Visual Studio installation).
You can install and manage seperate SDKs by using the Android SDK manager. You can find this under Tools > Android > Android SDK manager.
In the next screen you can install the SDKs you want to use with the according emulator images, etc.
