sql developer debugger ORA-12535: TNS:operation timed out - debugging

I work with SQL Developer and I want to debug a package procedure.
I run the debug some times and these are the different values of host and port
CALL DBMS_DEBUG_JDWP.CONNECT_TCP( '10.50.10.117', '62378' )
CALL DBMS_DEBUG_JDWP.CONNECT_TCP( '10.50.10.117', '62388' )
These are the sql developer preferences
I added the line
AddVMOption -DDatabaseDebuggerDisableJDWP=true
in the file sqldeveloper.conf
I have a question: is it mandatory to open the port 4000?
The error is

Resolving ORA-02019 error during DBMS_FILE_TRANSFER.PUT_FILE()

I am using DBMS_FILE_TRANSFER.PUT_FILE() on a local Oracle Express instance to transfer a local file to a remote AWS RDS Oracle instance, but I am receiving the following error:

I'm fairly confident that the connection string behind the database link is correct, but I'm not sure how to be 100% sure.
The ORA-02019: connection description for remote database not found error does not make sense because the connection description is defined by the database link. It is not present in tnsnames.ora, and I am confident that it doesn't have to be for DBMS_FILE_TRANSFER.PUT_FILE() to work.

What are the best practices for troubleshooting Heterogeneous ODBC connections?

I am trying to establish a heterogeneous ODBC connection from an Oracle 21c XE database to a Progress OpenEdge 11.7 database. I have installed a 32 bit ODBC driver on the Windows 2019 server where the 21c XE DB resides. I have set up an ODBC System DSN, tested it and it works.
I created a initTIMEDATA.ora file in the C:\app\Administrator\product\21c\homes\OraDB21Home1\hs\admin folder.
It contains;
HS_FDS_CONNECT_INFO = TimeData
HS_FDS_TRACE_LEVEL = 4
HS_FDS_TRACE_FILE_NAME = TimeData.trc
Where TimeData matches the ODBC System DSN name.
I modified the listener.ora adding;

I modified my tnsnames.ora file adding;

I created a DBLink like;

After restarting everything (DB, Listener...) the listener shows;

When I try to run a query;

I see no errors in the listener.log, I cannot find TimeData.trc. In poking around the DB trace files I found a trace file related with multiple copies of;

I have reached the end of my troubleshooting skills and hope someone else may be able to point me in the right direction.
I had two problems.
The TNSNAMES.ORA file needed to point to the Oracle DB server, running on localhost in my case. Once I changed this, the error changed to

Once I saw this error it became apparent I needed the 64 bit version of the ODBC driver which I acquired.
After making these changes everything seems to work.

Greenplum connector giving hostname resolution error in ibm Datas stage

GreenPlum Connection error:

As Jon mentioned, "hostname_of_machine" needs to be updated to the real hostname

execute dbms_connection_pool.start_pool(); not able to execute

I am not able to execute this command, Even I am in system user. I tried with both that is in command prompt even in Oracle SQL developer tool.
When i am executing the below command in System user
execute dbms_connection_pool.start_pool();
I am getting error as

The database resident connection pool (DRCP) reduces the resource requirements of applications that currently don't support connection pooling, either because it is not supported by the application infrastructure, or it has not been implemented. DRCP is only supported for database connections using the OCI driver. The pool is managed using the dbms_connection_pool package. And the operation is started by start_pool procedure.
You can call this procedure in these two ways :
SQL> exec dbms_connection_pool.start_pool( pool_name => 'my_connection_pool');
or
SQL> exec dbms_connection_pool.start_pool;
but not like in the below way :
SQL> exec dbms_connection_pool.start_pool();
I had the same issue
conn / as sysdba
and
exec dbms_connection_pool.start_pool;
worked for me
and
SELECT connection_pool, maxsize
FROM dba_cpool_info;
to get the info about pool

isql works fine, but in SQL*Plus I get an error:
