JSF 2.2 Target Unreachable, identifier [whatever] resolved to null - spring

I am trying to integrate JSF 2.2 with Spring 4 and with Spring Data JPA (Hibernate). I am getting the following exception when I press the save button:
javax.el.PropertyNotFoundException: /index.xhtml #14,66 value="#{registerEmployee.employee.employeeName}": Target Unreachable, identifier [registerEmployee] resolved to null
Eclipse: Oxygen.3a Release (4.7.3a)
Java: 1.8.0_171
Server: apache-tomee-plume-7.0.4
I have tried to search a solution here in Stackoverflow but I could not resolve my problem with those unfortunately. I've been trying to figure out for 5 days now what could be wrong.
This only happens when I use LocalContainerEntityManagerFactoryBean because of the Spring Data JPA. All the mentioned classes (except applicationContext.xml) is the same in a different projects where its working. The difference between those project that (the working one) is using:
org.springframework.orm.hibernate5.LocalSessionFactoryBean
with a mappingResources property:

It is a bad pattern to #Autowired or #Inject classes which are annotated with #Entity.

Configure SpringDataJpa for java SE

I am wondering is it possible to configure SpringDataJpa to be used in javaSE, without spring boot.
I have seen some examples with xml configurations, for spring framework 4, but sadly i did not manage to make them work with spring framework 5.
And would it be possible to do that with properties configuration instead of .xml configurations.

I am getting the " Cannot find the declaration of element 'persistence' exception.
I tried the solution given at OpenJPA 2.1.1 - Cannot find the declaration of element 'persistence' but it did not work. Below are the details of my project. I have tried updating the 'persistence.xml' based on other solutions posted on StackOverflow, but no luck.

when the insertPerson method of PersonRepository is call,no Data is inserted into dataBase
in other world the #Transactional not work
Are you creating Person while setting the id? If so, it might be the problem, as hibernate thinks the object already exists and tries to update instead of insert. Try using a sequence and let hibernate set the id.

To verify the possibility it's HSQLDB problem I migrated to MySQL and I have same problem still. I just replaced dataSource configuration.

I changed my configuration completely. The test and the goal is the same. When I wrote I changed my configuration, that means persistence.xml and applicationContext.xml (service, entity and repository are the same).
