System.IO.IOException during the build process in VisualStudio 2017 - visual-studio

I'm working on a Hololens application using Unity 2018.2.20f1. I'm building the application for UWP from Unity without a problem. However, after opening up the generated solution in the VisualStudio 2017 (Community Edition) and trying to build it, the build process fails with the following errors:

The exceptions are the same but were thrown for different files. I tried to reinstall the Visual Studio and managed to get a build. The next day I turned on the PC and this error was back. I stopped all of the VS instances and processed from the task manager, deleted all of the files from the Temp folder and managed to get a build a couple more times. Then this error came back.
From what I can tell, during the build process, Visual Studio creates some *.tmp files and for some reason thinks that another process is using it.
Any idea why this is happening and how can it be solved?

Edit: So here is what I did so far (this is more of a work around rather then a solution)
Uninstall vs and unity
Clear the registry with ccleaner and Advanced Uninstaller Pro
Install vs and Unity
Every time I want to get a build I,
Close all of vs instances
Clear Temp folder (C:\Users\dev\AppData\Local\Temp)
Delete previous vs solution
Build from Unity
Run vs as Administrator
Build and deploy the solution from vs
And it works for the most the time. Also, changing the solution configuration (from debug to release and vice versa) helps sometimes.

Trying to Add a Reference to Visual Studio Project Suddenly Throws an Exception

When I try to ADD a REFERENCE to any Visual Studio project...I am suddenly getting the following exception:

SIDE NOTE:
I did recently install Xamarin on a SEPARATE PROJECT in another TFS SOLUTION
WHAT I'VE DONE SO FAR:
Delete all *.suo files
Delete all *.user files
Wiped the TFS Workspace & done a FORCE GET
Nothing has worked
The FIRST TIME you get this error message you'll get a window with a reference to the following file:
ActivityLog.xml: This file contains information about the underlying error.
If you ignore the message & click away from the initial dialog, THE ERROR GETS SUPPRESSED and is replaced with:
Error HRESULT E_FAIL has been returned from a call to a COM component.
If you look in this file you will see the error. This particular exception was was caused by:
Microsoft.visualstudio.shell.interop.IVsReferenceManager2
Within the Microsoft.VisualStudio.Shell.Interop.11.0.dll library.

THE FIX IS:
Open "Developer Command Prompt for VS 2017" as an Administraor
CD into "C:\Program Files (x86)\Microsoft Visual Studio\2017\Professional\Common7\IDE\PublicAssemblies"
Run "gacutil -i Microsoft.VisualStudio.Shell.Interop.11.0.dll"
After a restart, it all worked well.

"The process cannot access the file 'Default.rd.xml' because it is being used by another process." on AppVeyor CI

I am doing some work on cordova-windows (https://github.com/apache/cordova-windows), which is using AppVeyor for testing on Windows. One of the things that was missing, were tests with Visual Studio 2017 (only VS2015 was used to test before). So I added those and it works like a charm - mostly.

This is not happening when I run the tests locally, meaning I can in no way reproduce what is going on here.
Any idea what process could block this Default.rd.xml file or build\windows\bld\PackageUploadLayout\?
How can I find out in a CI environment like AppVeyor?
Update:
Investigated a bit more by adding /clp:Verbosity=normal to the msbuild calls that are executed.
It runs a similar msbuild call 3 times (once per architecture). The first one succeeds, but during the second one the failure occurs. Makes sense as in the first iteration the folder doesn't exist yet, which it confirms with this output: Directory "build\windows\bld\PackageUploadLayout\" doesn't exist. Skipping..
The last output before the failure then is Removing directory "build\windows\bld\PackageUploadLayout\". which matches what we get in the error message. No indicator why the removing doesn't work though.
Super strange: With /clp:Verbosity=detailed added to the msbuild call, the build actually succeeds! My guess: Because the output takes time, whatever is having a lock on the folder or file releases it.
This is not exactly an answer, but rather investigation report. It is just not enough room comments to describe it. Here is what I did:

connected with RDP
installed procmon
added filter to monitor objects which path ends with bld\PackageUploadLayout\Properties\Default.rd.xml

I am not sure I understand why msbuild failed this way. I opened SHARING VIOLATION event, switched to process and see this:
What catches my eye is that msbuild version is 14. Should be 15 on Visual Studio 2017 image. We have version 14 installed for specific scenarios but default one is 15 (run where msbuild and you will see C:\Program Files (x86)\Microsoft Visual Studio\2017\Community\MSBuild\15.0\Bin\MSBuild.exe). I am not sure where this path is set in your scripts, but I feel if you make it run correct msbuild version this may help.

Unable to debug .NET Core app

I'm having and issue with Visual Studio and a .NET Core API project. It's been working fine but something must have changed because I'm now getting the following output when trying to debug the project:
The program '[18032] dotnet.exe' has exited with code -2147450749 (0x80008083).
The program '[17688] iisexpress.exe' has exited with code 0 (0x0).
The program '[5500] iexplore.exe' has exited with code -1 (0xffffffff).
The event viewer is showing this error:

I'm not sure why this is happening, if anyone has any insight into this it would be appreciated.
Do as fallow:
Close Visual Studio
Delete the project.lock.json file (if exists)
If above step won't help then try to remove .vs folder
Open Visual Studio as Administrator (the file will be restored and you shouldn't have problems anymore)
There is also an option to use Kestrel instead of IIS Express but that's just an workaround.

Visual 2010 MFC new project doesn't build!

I just created a new project in Visual 2010. It is a multi-document MFC (static link) application with the HTML help option, Visual Studio 2008 style (with style changing option), that's about it.
Just after creation, I hit Build Solution and I get a lot build errors all in afxcomctl32.h. Errors like:

On this line:

AFX_ISOLATIONAWARE_STATICLINK_FUNC(..., LPCWS TR lpClassName, ...)
That code got messed up, there is a space or tab inserted in LPCWSTR. Deleting it will fix the problem.
However, that changed the timestamp on the file as well, you may run into trouble when you install a future service pack. One thing to try is to rename the file, then run a Repair to get the original file back. Or copy it off another machine.

Build VS2010 solution on Team Build 2008 - MSTest failed to run

I have a weird problem while building VS2010 solution incl. unit tests on a Team Build 2008 server. It builds the solution and also can run the test without an error, but after running the test I get following warning which makes the build breaking:

The previous error was converted to a
warning because the task was called

It does not seem to be the problem that MSTest have not been found, I also checked if the TFSBuild.proj file is on this localtion - it is not missing. So what could it be?

But the new build server with VS2010 loads all test assemblies except the MT.FSuite.Tests.Unit.Joint.dll and executes the tests, which run successfully, afterwards MSTest get called again with the mentioned assembly and failes.

I wonder why, because the test container string did not change and furthermore the second time it does not say anymore from where it gets the MSTest.exe...

OK, I've found the source of the problem. The TeamBuild targets file (C:\Program Files\MSBuild\Microsoft\VisualStudio\TeamBuild\Microsoft.TeamFoundation.Build.targets) has a wrong value - replace the following:

(the last UsingTask at line 82 if you haven't edited the file already) with:

This fixed it for me, and now my build lights are all green.
