Activating the application gives the error "The Server is not Operational" - installation

Good morning,
I am trying to move an installation of SmartAssembly 6.8 onto a new developer machine.
It looks like it has installed without any issues, it starts ok and I get the dialogue with the Activate and continue buttons. The machine I am installing SmartAssembly on doesn't have an internet connection, so I have been looking at the instructions here https://documentation.red-gate.com/sa6/getting-started/licensing/activating
If I click the Activate button to enter the serial number I get the following in a dialog box:
The server is not operational.
I have the option to send / save the error report, but that won't save either.
If I click continue and then try to activate from inside the app I get the same error message as above. If I click the debug button on the form with the error message I get a little more information:
System.Runtime.InteropServices.COMException was unhandled
Message: An unhandled exception of type 'System.Runtime.InteropServices.COMException' occurred in SmartAssembly.exe
Additional information: The server is not operational.
Specs of the machine I am installing on are as follows:
OS: Windows 10 (64bit)
Memory: 4Gb
Disk Space: 50Gb free.
Apps:
Visual Studio 2013
MSSQL 2014
.NET Framework 4.5.x and 4.6.1
I have also tried installing as a normal user and with administrator proveleges, but I get the same error.
I am clearly missing something obvious, so any help would be gratefully received.

In this particular case I cured it by installing the latest update for that version, that seems to have done the trick.

Apache marmotta installation failing on my Windows 8 Laptop

I was trying to install Apache marmotta on my home laptop.. I was able to install the program. But when I'm starting it by clicking the Start Apache Marmotta button, I m getting an error like the linked image below.
The error occurs just before launching the localhost:8080 page. The program exits if I hit the cancel button.
Does anybody have answer to this?
Is there any other dependency on some other program like MySql server or anything?

Just disconnect the internet and so it would begin to work properly subsequently.

Webmatrix crashes when site is opened or created

When I open WebMatrix it works without problem and shows the start page.
When I click 'My sites' and choose my site or choose My site by click 'Open'=> My site or create new site (and choose the site type: Empty, App Gallery or Template Gallery) WebMatrix crashes. Note: It crashes when it needs to show the site pages.
I tried to re-install WebMatrix but that didn't help. I also tried to change the Workspace(by clicking 'Options' on the start page).
When it crashes, I get the message 'Windows is looking for a solution to the problem.' (My computer isn't in English so that might not exactly be the words) and then I am asked if I want to close/debug the program. I click 'Debug' and choose Visual Studio. I don't know how to debug a program, but I tried and it says to me that:
System.NullReferenceException was unhandled
Message: An unhandled exception of type 'System.NullReferenceException' occurred in Microsoft.WebMatrix.Core.dll
Additional information: Object reference not set to an instance of an object [-translated].
I have searched on the internet and here and I didn't find any solution to my problem.
Actual Answer
This bug is in the market for a time now. I have seen similar issue on another forum too, where the user was facing the same issue and same thing he tried but all in vain.
I think you need to wait for the next Update for your System, or try removing each and every component that WebMatrix installed, that means all the .NET Frameworks (4th version), Sql Dependencies Sql Server Ce, and all other files that were shipped along with WebMatrix to your computer. Remove them, and start the installing process once again freshly.
If nothing does the job, please uninstall WebMatrix 3 and install WebMatrix 2: Click here for link. I know it is awkward to go back a version, but you'll have to. Secondly you can mention this bug on their support/suggestion page. They would fix it.

Just for information
Secondly, do you understand what is meant by debug? Debugging is a method or process to remove the bugs from a software or an application etc. When you chose Visual Studio, it provided you or not provided you with the WebMatrix source code, I am not sure I never tried it. And you tried out debugging it. The exception is gave you, was a message saying that the parameter you're passing onto the next stage is a null. Which means it doesn't even exist and thus the value or the method cannot be executed and it breaks.

dot net web Application crashes with encrypted message everytime

I just configured my Visual studio 2010 with IIS express 8.0. It works perfectly but in case of any error in my code it is showing me crash page in encrypted format (Meaning - It shows full of boxes and some special characters). So every time i need to go event viewer to check the issue. Can you please help me in this?

I just resolved the issue. Initially my application was working in integrated mode. I tried it with classic app pool and it started showing the real error message :-)

error: Exception Exception in module c:\process\ XXXX.exe at 00017D6B Decompression Error

For some reason as soon as I login into my PC, I get this error in Windows 7 Ultimate:

Any ideas how to get rid of this error and why is it poppoing up?
Find where this application came from (looking at the contents of files in c:\process and in the control panel will help, if not, you can search for that XXXX thing in the registry using regedit).
Then repair or reinstall it. Or uninstall it completely.
Or, if you're brave enough, debug it. For that you should start looking at the contents of the Windows event log and what Process Monitor(separate, downloadable tool) shows -- see what errors you get there for this process, they may give you some clues. Finally, you may even run it under a debugger (e.g. WinDbg, also separate from Windows and downloadable).

Error 1310. Error writing to file: C:\Config.Msi\997da2c.rbf

I am facing a peculiar problem; I am creating a setup.exe in Installshield 2008 Primer Edition and install the setup in a laptop which has the Operating System Windows XP Professional.
The setup runs fine and install all the files successfully but when I click the Uninstall icon during Uninstallation process the below error will appear
Product: [Product Name] -- Error 1310. Error writing to file:
C:\Config.Msi\997da2c.rbf. system error 5. verify that you have access
to that directory.
Though I have surfed and got couple of answers like Unregister the msi engine and again register it that is:
msiexec /unreg
msiexec /regserver
By unregistering and reregistering the server will solve the right now; but after a couple of days the popup starts appearing again.
Some sites say the problem is that proper access rights are not given; I have cross-verified in the laptop also the user is having full control to the C:\Documents and Settings\All Users folder.
One more point I need to make: I am unable to simulate the above problem for desktop systems. How can I solve this issue?
Right click on the installer and choose "Run as Administrator"
I have faced error 1310 and I think error 1310 is one of the common error.
Click Start.
Click the arrow button next to the Shutdown option.
Select Log-Off option.
Wait till the active user account is logged-off.
Select the administrator user account, enter valid password and log-in to your computer.
Re-start the installation program.
