Can someone help me understand how to call okta Add Person api from our application?

Is it possible to generate a Youtube API key having admin access to the Youtube account? or is this function only possible for account owners?
Anyone can create a project on Google cloud console You do not need to be an admin on anything to create an api key.
You should understand though that Api keys are used to access public data via the YouTube api. This has nothing to do with a specific YouTube account. It will just let you access the public methods like Video.Search
All methods that require authorization For example members.list show in their documentation page that they require authorization.
The only authorization method allowed for the YouTube api is Oauth2. Someone with access to the channel will need to authorize your application and grant consent that your application access their YouTube channel on their behalf.
The documentation here does not state you can do it having admin access to the YouTube account only. But instead you need access to the actual Google Account linked to the Youtube Channel in question.
If you do have a Google Workspace subscription and the owner of the channel is one of your managed accounts, then you can access the GCP console and proceed with steps in the documentation to generate the key.

Yes, you are very welcome to call the eSignature REST API directly and not use an SDK. Use API version 2.1. About half of the developers who use the API do so directly.

To call the eSign REST API, each of your API calls must include authentication via an access token. You can obtain an access token via an OAuth flow.
If your users have DocuSign user accounts, then they should login/authenticate via Implicit grant assuming that you're using Flutter for a mobile app.
If your users don't have DocuSign accounts (they are signers, not senders), then you need to have a backend server that can securely use the JWT grant flow to obtain an access token on behalf of a "system" account such as "finance#example.com"

I had a "sign in with Google+" function in my web-app. Upon signing in I would show user's email and name on the page and save it to database. To fetch user's profile data after sign in I used Google+ API method people.me with access_token in GET params.
Google+ API is going to shut down on March 7. I have to migrate to Google People or some other api. How do I achieve the same goal with a different google API? I need to fetch email and name by known auth token.

You may want the profile scope as part of the OAuth flow to make the profile data accessible through this methods. Otherwise it will return incomplete data.

The sample retrieves user's group membership using Azure AD graph API which requires the registered app to have Access the directory as the signed-in user under Delegated Permissions. You need AAD admin privilege to be able to grant the permission in API ACCESS -> Required permission.

I just create my first Okta application using a dev account.
The app supports saml2.0 to authenticate user.
My goal is to make Okta app as a smal2.0 IdP and having my on-premiesis web app acting as a SP. The flows works great.
As first step to test the flow I created a "user base"(people) in Okta.
Would it be possible to engage from Okta app a custom api (on-premesis) to validate the user credentials (supplied within the Okta built-in login page)?
IOW I'd like to use Okta app simply as saml2.0 IdP, managing the saml2.0 protocol, but I'd like to keep the user base locally.
