Can someone explain me why my parent POM doesn't provide versions of dependecies for my child projects? I read 10 times docs on maven site and I'm stuck.

in this example version for API gateway isn't provide. In my opinion Hoxton.RELEASE should set the 2.2.1 version.

The error shows that the version is not known:

You could specify a version like so:

Which I found here. However are you sure you have the right dependency? Looking at this guide the dependency shown is:

My question is, when I import com.netflix.hystrix.contrib.javanica.annotation.HystrixCommand, it is not recognized. Anyone encountered this same problem?

According to the latest POM file, it has been deprecated in favour of spring-cloud-starter-netflix-hystrix. STS didn't help me to add the import either, so you might need to add it manually:
import com.netflix.hystrix.contrib.javanica.annotation.HystrixCommand;
