I am going to upgrade my OBIEE app which has 11.1.1.6 version to 12C version(12.2.1.3 or 12.2.14).
By searching on the internet, I have found some valuable documents or articles with regard to upgrade from 11.1.1.7 to 12C(not 11.1.1.6). As there are mostly tangible and fundamental changes from one version rather than higher one (when new version is released by Oracle co.), especially in terms of architecture, my concern is that it is possible to upgrade from 11.1.1.6 to 12C ?

No, an upgrade directly from 11.1.1.6 to 12.2.1.4 is NOT supported. You shouldn't even try to use 12.2.1.3 anymore as it is an old 12c version.
You must do 11.1.1.6 to 11.1.1.7 or 11.1.1.9 (better 11.1.1.9) and then upgrade to 12.2.1.4.

I currently use Siebel version 8.1.1.11, I would like to upgrade version 21.2 or 21.4 version. Have you ever been partake of something this experience. If so that, is there any tools to this upgrade? Can you share your experience?

Based on my experience, this operation is complicated if there are many customizations are made in the version 8.1.1.11 in order to meet the requirements of version 21.2 or 21.4 and mostly needs long-term project to implement the upgrade and minimize the number of possible issues. However, if the current version has little customizations. Then, there might be a chance to upgrade, but still the gap is big between the two versions.

Yes, Oracle ATG Commerce (now only known as Oracle Commerce) is a commercial software. Please note that release 11.3 was the last planned release of the product and Oracle will start phasing it out after that. Oracle is now promoting the cloud version of this product known simply as Oracle Commerce Cloud.
Yes, MySQL is supported by Oracle Commerce.
Oracle ATG is a commercial software. For development purposes you can use it for free having downloads from https://edelivery.oracle.com/
It does support mysql database and it comes as a package (included along with installation). But Oracle highly recommends not to use it for production purposes. Oracle, MSSQL or DB2 are suggested for production.

I'm planning to do an out-of-place upgrade for OBIEE from 10g on windows server 2003 to 11.1.1.9 on windows server 2012.
I find a document in the Oracle website below, which specify how to do an upgrade of OBIEE. However, may I know if it is applicable for an in-place update only? Could anyone please kindly recommend some useful references which specifies the steps required to perform an out-of-place upgrade as mentioned above?

There's no such thing as an "in place" upgrade from 10g to 11g. The Upgrade Assistant helps with the RPD and WebCat, but you still need to do the manual migration. It's well documented and several years later a well-trodden path so you'll find plenty of blog posts etc discussing any issues you may encounter.
I'm testing an application that uses oracle 9i version 9.0.1 and no errors are raised and all queries return their results correctlty but when testing with version 9.0.2.8 for some columns the error ORA-918 for ambiguous column is raised.
although from this SO question this error should be raised only in 10.2.0.4, 10.2.0.5 and 11.1.0.6 (and not any 9i version) so why is it in 9.0.2.8 ?
any suggestions ?
Looking at the SO post you linked to, the bug in question was fixed in 10.2.0.5 (and 10.2.0.4 Patch 2 on Windows). It wouldn't be shocking if the fix was backported to the 9.2.0.8 patchset-- I believe 9.2 was still within the support window when the 10.2.0.4 patchset was released.
Since extended support for Oracle 10.2 ends this month and 9.2 support ended years ago, I'd be curious about why you are testing the application against a 9.2 database today. At this point, if you're going to upgrade, it would seem likely that you'd want to upgrade to something that was still in support. That would mean, realistically, 11.2.
