System Preferences is trying to unlock users & Groups preferences
Unable to open System preferences for the my MacOs High Sierra.
sudo commands helps to provided the access to unlock the usergroups?
Also had this problem recently, however my account was an admin account, as shown in the Users & Groups pane. sudo in the terminal was working correctly, and I could even create new users (admins) using the terminal, however logging in as them would give me the same problem.
Solution was to reset the SMC:
Power off the Mac
Power on the Mac while holding Control+Option+Shift and continue to hold the Power button for around 10 seconds.
Release the buttons and power it on again if it has done it already.
Only admins can change the settings for the Users&Groups. You need to type in your login (username and password) to be able to change the settings. If you are not an admin on this machine, you need to have somebody else who is type in their credentials.
It’s works after doing this
Restart mac hold
Ctrl + S
It’s open OS X terminal
mount -uw /
rm /var/db/.ApplesetupDone
reboot
Then follow the instructions to setup for admin
SMC reset worked for me just now (same problem, after upgrading to Big Sur)
Restarting in boot mode and running the following commands should help.
fsck –fy
mount –uw /
rm /var/db/.AppleSetupDone
reboot

Based on the comments in the link you can try
Reset to factory defaults from the troubleshoot menu
First, I killed the hanging process using top | grep "Docker" then kill . Then, I went to my root folder in Finder, made sure permissions for my user were "Read & Write", and that those permissions were applied to items enclosed.

While I start mac-mini. I was unable to login into the login screen. It shows the wrong password.
but the password is right and I daily use it.

I Research and find the solution from the Apple support team. and I saw many people face this problem.
Solution:
Step 1:
Start on your Mac and continue to long press and hold the power button until you see the startup options window. Click the gear/settings icon labeled Options, then click Continue.
Note: If you're asked to select a user you know the password for, select the user, click Next and enter their administrator password.
Step 2:
Then select reinstall macOS from the utility window in macOS recovery, then click Continue and follow the onscreen instructions.
Follow these guidelines during installation:
If the installer asks to unlock your disk, enter the password you use to log in to your Mac.
If the installer can't see your disk or notifies you that it can't install macOS on your computer or volume, you may need to erase your disk first.
If the installer offers you the choice between installing on Macintosh HD or Macintosh HD – Data, choose Macintosh HD.
Allow the installation to complete without putting your Mac to sleep or closing its lid. Your Mac may restart and show a progress bar several times, and the screen may be empty for minutes at a time.
When the installation is complete, your Mac may restart to a setup assistant.

Hello recently I upgraded my Mac mini from Mojave to Catalina (10.15.4) for new Xcode. Before updating my CI/CD pipeline used to work fine. My CI/CD pipeline is based on Azure. (I use my Machine as a build machine).
After updating to latest OS version and updating even the XCode. While running the pipeline it fails at "Flutter packages get" step showing this message ##[error]bash: "/Users/soap/documents/flutter/bin/flutter: Operation not permitted"
But when i run locally in machine (Navigating to my build agents folder and run these commands) it just work fine.
Note:
I have give the Full Disk permission to Terminal.
Gave R-W-X permissions to all folders.
Please help me out.
You need to grant Java with Full Disk Access privileges.
Open System Preferences
Choose “Security & Privacy”
Select the “Privacy” tab, and from the left-side menu select “Full Disk Access”
Click the lock icon in the lower left corner and authenticate with an admin level login
Click the + button to add an application
Navigate to /usr/bin/java. If you don't see the /usr/ folder, type cmd+shift+.
Thanks to that, the “Operation not permitted” error was fix on our side.
I have downloaded Hardware IO Tools for Xcode 7.1 from the Apple Developer site and installed it by opening the DMG and then double clicking Network Link Conditioner.prefPane.
I then go to my System Preferences and can see the Network Link Conditioner is there. I can go into it but as soon as I click the switch to turn it on the whole System Preferences freezes up. Also, I noticed that my keyboard seems to stop working...somewhat. I can still do cmd + spacebar and then type in there to search my system but I can't type into the URL field on safari for example.
My Mac: OS X Yosemite v10.10.5
My Xcode: v7.2.1 (7C1002)
By the way, I downloaded the 7.1 version of the Hardware IO Tools as they only have a 7.1 or 7.3 version, there doesn't seem to be a version for 7.2. Maybe that is the issue? I can't currently upgrade to 7.3 as that requires me to upgrade OS X to 10.11 but our company policy does not currently allow for that.
Anybody know how I could fix this?
Could this be caused by the fact that I am not an admin on my machine?
My suspicion was correct, it wouldn't start as it needs to be run as an admin.
If you're not an admin, you need to run a command such as
sudo /Applications/System\ Preferences.app/Contents/MacOS/System\ Preferences
or in my case I had to get an admin in the office to do:
su - <admin_username> /Applications/System\ Preferences.app/Contents/MacOS/System\ Preferences
These commands will open the System Preferences as an admin user.
I have noticed that when he Network Link Condition is open in the System Preferences, my keyboard stops working in certain areas still. For example, I couldn't type in here whilst the panel was open (even with it turned off) but as soon as I closed the panel I could type again. I will possibly open another question at a later dare about this though.
since i rebooted my MacBook Pro today i cannot login anymore on the latest Yosemite. When i type in my password the loading bar appears and moves. After 25% the screen gets darker and the bar freezes.
I tried everything i know
Using guest account (this worked)
Ising my second user (same problem)
Repairing volume with the OSX Utilities
Using the terminal to do puswitch
cmd-option-P-R
I cant reinstall Yosemite because i haven't got 10GB free space
I'm really frustrated now. What can i do to prevent loosing my data?

I had this same problem and it resolved when I went into USERS in system preferences and monkeyed around:
set up another user as administrator using my old password
shut off automatic login to my account
changed my login password
selected "start new password keychain" when prompted to either do that or log in with the old one.
Not an expert! This simply did the trick.
