How to generate a custom message (banner) on login my database

I have 2 different environments for an oracle database. ( Example: Development environment & Test Environment ).
If i have logged into Development environment , a pop-up should be displayed saying " This is a development environment ".
Currently we have oracle database and we are using Toad/ Sql developer as a 3rd party tools to connect to that database.
Is there any way i can achieve and create any popup like that ..?
Yes, use SEC_USER_UNAUTHORIZED_ACCESS_BANNER in the SQLNET.ORA on your database server.
OCI and SQLNet connections will show this when you connect
Here's SQL Developer when using a THICK connection:
Here is SQLPlus:
Here is my SQLNET.ORA and BANNER.TXT files:

Database Management Odoo 10 Enterprise

I have just installed Odoo V10 Enterprise on an AWS server, everything was fine but I cannot access to the database manager screen. After
server_name/web/database/manager
I get 404:Page not found.
Any help?
Thanks
I use Odoo E10 self-hosted. The link I used to access database manager is the same as yours - but with the port included.
Obviously you may use a different port, http or https - depending on your setup, but here is the default.
http://server_name:8069/web/database/manager

oracle 11g Personal Edition: Create Schema

This is a two-part question. I have installed an Oracle 11g Personal Edition Server on a Windows Server 2008 VM. During the installation I chose the option to install a database as well (sample/blank database?).
Now, on the VM, I can launch the Oracle Enterprise Manager Console at localhost port 1158, login as either SYSMAN or SYSTEM and in that I can see: 'Database Instance': orcl.127.55.199 . I can also see 'OracleOraDb11g_home1TNSListener' in the Services control panel in running state.
1) I need to be able to create a new Schema in the default database. How do I do that using the Oracle Enterprise Manager or anything else?
2) How can connect to that schema from another computer, say a Windows 7 workstation? I am able to see the VM running the Oracle server and I am even able to make a connection but I get an error like '12541 no listener'. I am pretty sure I have the Oracle client software installed. Do I need to create a TNS file? I am using Direct Connection.
Thanks!
Never mind:
I got this all to work. Here are some brief notes:
1) Used Oracle Database Configuration Assistant (ODCA) to create a database
2) Used Oracle NET Manager to Create a Listener
3) Restarted Oracle Listener Service
4) Used Oracle Enterprise Manager in localhost environment to create Users--which seem to be the same as Schema--thanks #Leo for your input in the Comments!
Everything works now!
Hope this helps someone.

Using Oracle with Heroku

Our application contains Tomcat application server that connects and use Oracle DB.
I would like to check the option to migrate our application to Heroku.
I would like to know if and how Heroku is supporting Oracle server.
Thank you,
Moshe
Heroku hosting services do not support Oracle database..
From Heroku main page: Heroku supports Ruby, Node.js, Python, and Java
You can connect to oracle from all these languages.
For Java (based on mentioning of Tomcat), you will be using jdbc.

access heroku DB via odbc on mac osx?

we need to build a heroku app which stores data in a DB table.
we have proprietary software that needs to connect via ODBC to the DB.
what driver do we need?
It depends if you are using a Shared or Dedicated database as to whether this is possible.
