I have two date fields start_date and end_date (in a format like 2021-02-25 10:24:44), I want to use this format only and want that end_date must be equal or greater than start_date, after_or_equal is not working in my case.
I am using
'start_date'=> 'nullable|date_format:Y-m-d H:i:s',
'end_date'=> 'nullable|date_format:Y-m-d H:i:s|after_or_equal:start_date',
But, even if I am giving a end_date bigger than start_date I am getting this message
The end date must be a date after or equal to start time.
The inputs were
"start_date" : "2021-01-01 10:30:50",
"end_date" : "2021-01-01 11:31:55",
Please help me, what I am doing wrong.

I am unable to get the date column to respect the where clause. Regardless what I do, it does not filter on date. I have tried all combinations of to_char and to_date in vain.

If CHECK_DATE column's datatype is DATE (should be! If it is VARCHAR2, you're doing it wrong!), then
having check_date > date '2021-01-01'
i.e. compare date to date literal.
Second code you posted is almost OK:
HAVING PAYMASTR.CHECK_DATE >= TO_DATE('01-01-2021 12:00:00 AM', 'MM-DD-YYYY HH:MI:SS AM')

I found this article on code project that did the trick for me. I was struggling really hard to get the query to respect the date parameter in the queru. Setting the session to NLS_DATE_FORMAT worked. Not sure what other implications it may have. Will have to talk to the DBA.

It's all about how Oracle stores and works with date DATATYPE
The date has seven components
Century, year, month, day, hour, minute, seconds
and all these components take seven bytes of storage.
Whenever you fetch a Date column from a table, the date value is formatted in a more readable form and this format is set in the nls_date_format parameter.
I am assuming you are grouping by CHECK_DATE otherwise you need to add this date filter with the WHERE clause.
So first check the datatype of your column CHECK_DATE
If it is date then
HAVING CHECK_DATE >= TO_DATE('01-01-2021', 'MM-DD-YYYY')
You don't have to provide hours, minutes, and seconds if omitted hours are rounded to 12 AM or 00 if the 24-hour format is used;
Or if you want to have hours as well then you used MM instead of MI for minutes.
HAVING CHECK_DATE >= TO_DATE('01-01-2021 00:00:00', 'MM-DD-YYYY HH24:MI:SS')
And this does not make sense
HAVING TO_CHAR(PAYMASTR.CHECK_DATE,'MM/DD/YYYY') > '01/01/2021'
You want to compare dates not characters and to_char will provide you a character string that has no sense of comparing with another string '01/01/2021'.
So if you are not grouping by CHECK_DATE user filter condition with WHERE clause
or check the datatype of CHECK_DATE if it is not DATE change it to DATE.
i have a problem with a date parameter query using 'between' operator in oracle view, when i do this query :

FROM MY_VIEW
WHERE STATUS = 'Active'
AND CHECKER_DATE BETWEEN to_date(sysdate - 1, 'DD-MON-YY') AND to_date(sysdate, 'DD-MON-YY');
it does not give me the records (actualy i have any record on that date).
I try using 'in' operator, but still not give me the records.
Please throw some information for this.

Your first error is to call to_date() on a value that is already a DATE. to_date() expects a VARCHAR value, so sysdate will be first converted to VARCHAR and will then immediately be converted back to a DATE value which it was to begin with.
You probably want
AND CHECKER_DATE BETWEEN trunc(sysdate) - 1 AND trunc(sysdate)
Most probably this will still not give you want you want as that would not include rows from "today". trunc(sysdate) means "today at midnight" and any row that was created today after midnight will not be included. With date/time values (and Oracle's DATE type does contain a time, despite the name) it's better to not use BETWEEN, but explicit range operators instead:
AND CHECKER_DATE >= trunc(sysdate) - 1
AND CHECKER_DATE < trunc(sysdate) + 1
trunc(sysdate) + 1 is tomorrow at midnight, so any value that is (strictly) smaller than that is "today".
All the above assumes that CHECKER_DATE is defined as DATE or TIMESTAMP
You can try:

AND CHECKER_DATE BETWEEN trunc(sysdate - 1) AND trunc(sysdate);
Oracle advises against using to_date for date. Also trunc is here because Trunc removes the time component.
may be records are not 'Active' or 'Active' a not-existing value in one of the reference tables if any and trunc(sysdate -1) and trunc(sysdate) would help
I have a date table in my db in Oracle. When I run a query I get the date format as '01-05-2015' but when I run a similar query in BIRT, I get the date format as '01-MAY-2015 12:00 AM'. How can I get the date format in dd/mm/yyy by keeping the data type of date field as date.

If enquiry_dt is already a date column, why are you trying to convert it to date (and then to char and to date again)?

In birt, where you place the field on the report, set the field type to date. Then in properties for that field , go to format date time, and finally specify the date formatting you want for that field .
I prefer to always use pass date parameters as strings to BIRT, using a known date format. This is for report parameters as well as for DataSet parameters.
Then, inside the query, I convert to date like this:

This works independent of the time of day.
This way, e.g. to select all events for january 2016, I could pass the query parameters '01.01.2016' and '31.01.2016' (I'm using german date format here).

What happens ( as far as i get it) is that it takes the day of a date minus one day. Hope this helps you understand it.
So,
TO_Char(hired_date -1, day)
T0_Char = method name
hired_date = orginional date
-1 = orignional date minus 1 day
day = return the the day ( Sunday , Monday wensday)
TO_CHAR is just a converter for the type coming out of the select query, chances are that the data can't be interrogated properly without conversion, the -1 bit (if that's also confusing you) is going to give you the day before the hire date.
