I am using Evolution (flatpak package) as a Personal Information Manager. However, when I try to print an E-Mail as .pdf, I have not full access to my filesystem. I can only save the .pdf in some restricted file tree.
I have used the trick to print the .pdf in the ~/.gnupg folder, and then using the ordinary file manager copy-paste into any folder—But that is no long-term solution.
How could I make the pdf-printer in Evolution have access to the whole filesystem?
Apparently, there is some kind of bug in Evolution concerning this issue (see forum), whereas in other applications such as Inkscape (flatpak) everything runs smooth.
The quickest fix is to add the option --filesystem=home to the running command of Evolution (see forum), namely,
flatpak run --filesystem=home org.gnome.Evolution
Maybe you have to edit your desktop entry of Evolution (See desktop editor)

After years, I'm still using FILE_ATTRIBUTE_RECALL_ON_DATA_ACCESS attribute described here to determine if a file or a directory is completely present locally or not.
Microsoft docs says the following for FILE_ATTRIBUTE_RECALL_ON_DATA_ACCESS:
When this attribute is set, it means that the file or directory is not fully present locally. For a file that means that not all of its data is on local storage (e.g. it may be sparse with some data still in remote storage). For a directory it means that some of the directory contents are being virtualized from another location. Reading the file / enumerating the directory will be more expensive than normal, e.g. it will cause at least some of the file/directory content to be fetched from a remote store. Only kernel-mode callers can set this bit.
There are some advantages of FILE_ATTRIBUTE_RECALL_ON_DATA_ACCESS:
It can be used for both files and directories.
It can be set in kernel mode only, so there is no chance for anyone to set the attribute arbitrary.
And as it described in this answer, there are still some interesting undocumented attributes which can provide additional information about cloud files.
Note: I didn't accept Jonathan Potter's answer because I mentioned FILE_ATTRIBUTE_RECALL_ON_DATA_ACCESS attribute in comments and started using it a year earlier than he updated his answer.
To check for "online only" all you need is to call GetFileAttributes() and see if the FILE_ATTRIBUTE_OFFLINE attribute is set.
In fact this isn't new for OneDrive, that attribute has existed for a long time.
There are other OneDrive attributes available via the shell (although the property you need is PKEY_StorageProviderState rather than PKEY_FilePlaceholderStatus) but "online only" is easy to check for.
Edit: Another filesystem attribute, FILE_ATTRIBUTE_PINNED is new for Windows 10, and is used by OneDrive to indicate a file that's "always available".
Edit: As of 2019 it appears that OneDrive now uses FILE_ATTRIBUTE_RECALL_ON_DATA_ACCESS rather than FILE_ATTRIBUTE_OFFLINE, as suggested below.
Edit: PKEY_StorageProviderState was broken in Windows 10 1903, and still not fixed in 1909. It returns 4 ("uploading") for all files in any apps other than Explorer.
Take a look at the PKEY_FilePlaceholderStatus property for the file (at the shell level, not the file-system level). This blog post has a example program you can test. This question also hints to some undocumented properties you might want to take a look at.

This is likely not a simple topic - I have researched this to the best of my abilities and realize that it is not supported in any typical fashion.
My goal is to enable something similar to .app files from OSX, where the application, as well as its user data, can exist in the same file. I imagine it would require writing a tool to manage this behaviour, but this question is more about how to achieve this in the Windows OS. I am quite flexible regarding the implementation details, but the more straightforward the behaviour, the better (i.e. avoiding copying or compressing/decompressing entire directories/archives at runtime would be ideal).
Approaches I have considered:
Find a way to get explorer to treat a directory as a file, so that it can be associated. I have found a way to get explorer to treat a directory as a control panel item, I have thus far been unable to find a way to use this to associate a custom program. See the infamous "godmode hack" for Windows (name a directory something to the effect of "GodMode.{ED7BA470-8E54-465E-825C-99712043E01C}"). This one seems the most hopeful, but I'm at wits end trying to find information about creating a new association of this type.
Come up with some kind of archive format which can extract executable information to a temporary directory, launch this executable passing the archive as a commandline parameter. This seems like the ugliest solution, from a performance perspective. I would prefer a different solution if at all possible, one which doesn't involve making duplicates of the program or its data to run.
Find a way to associate a directory directly, though I have found no trace of this being supported in Windows, and I assume this is a dead-end.
Find a way to get an executable to include writeable embedded files. I have been unable to make any headway with this- I even tried a resource hacker approach, but obviously you cannot modify the assembly while its in use.
Tried to make a self-modifying JAR file with Java, but the route I took would add the JDK as a runtime requirement, which seems a bit overkill. Even then, it would be limited to Java, and I'm pretty sure it's not actually supposed to allow that in the first place.
Modify Windows Explorer. I shudder at the amount of work this would take, not to mention the at-best gray area it falls under legally. Perhaps there's a way to extend explorer to achieve this, I'm not sure.
A custom archive file. This seems like the most straightforward way to do it. But it would ideally need to be an archive format that has very little overhead for file I/O. Could even be some kind of virtual disk that gets mounted, but I am imagining that would be pretty heavy.
I would appreciate any insight that anyone has on this topic. I won't go into reasons as they are irrelevant to the question itself- I'm aware it is likely not the most practical solution to anything in particular. Consider it a novel pursuit.

Windows 7 added the ability for a Desktop.ini file to add/change the folder verbs on a per-folder basis. Using that trick it is possible to create a "folders as applications" style setup.
I am writing a documentation for a project that involves multiple developers. We use Subversion (SVN) to work on our code base.
I wrote the first draft of the documentation document using HelpNDoc, which I like for the nice tree-view and easy of use; the problem is that there is a single file, so I don't know how to use SVN to allow other developers to contribute to the documentation and update it.
Do you know if it's possible? If not, can you advice a nice software, easy to use, with a tree-view of the documentation that can be used with SVN or makes it possible for multiple users to update it? We use Windows.
HelpNDoc projects are binary files based on the SQLite open source database engine. The advantage is that the whole documentation stored in a single file so it can easily be copied, moved, shared, backed-up...
However one drawback is that it has to be checked-in as binary content in any version control system including Subversion: diff and merge are not possible on those files.
One possible solution would be to use external documents in HelpNDoc's library: each user works on her own document (which can be a Word document, and HTML web-page...) and a master HelpNDoc project is created to include those documents at generation time. Amount of files doesn't matter, real format (text/* or binary) - does. If SVN|any VCS can merge two HelpNDoc files with diverged history (just try it by hand), you'll be happy
I once used Helpinator for software documentation, it's pretty close to HelpnDoc but it's storage format is more suitable for version control.
I'm currently trying to make a download/install file for a CD, and I've never done this or written any type of coding before so I'm somewhat at a loss. When we last created an installer package (I wasn't employed yet) we used InstalShield, but that was decades ago, and we can't afford the 500$+ price to get it again.
Currently I'm trying to work off the old download package we have. There is the Windows Installer Package (made by InstalShield) called CD Cat v6.msi, and then another file called CDcatv6.exe (which launches a window for the customer to browse options) and then a file called Data.cab which has all the files for the entire catalog in it.
I was thinking perhaps I can just replace a lot of those files with the current information. Replace the CDcatv6.exe file with my v7.exe file (but change the name so its CDcatv6.exe) and then replace all the files in the Data.cab file with the current ones. But that's turning out to be a huge issue.
I did a bit of searching to learn what a .cab file was, and downloaded the Cab File Maker 2.0 (after quite a bit of searching!). I'm having a difficult time using it though, as it wants all the files that I put in it to make the .cab to be in .ddf format. I have no idea what that is, much less how to make it. I tried using 'save as' to do it, but since all the files I need are PDF's there's no option for it and I cant export the files to it either.
I tried looking at other ways that people made Cab files, but I don't know many of the file types or programs their talking about. I'm not a programmer by any means, but I have to learn quick I guess, so any information on how to do this will help greatly. Is it even possible to replace all the files seamlessly and have it work properly? Or is there an easier way to create a fill that the customer can click on and have it download to their desktop?
I don't think simple editing of Data.cab will work. There is installer logic stored in other InstallShield files. It could work if and only if the file set is the same, I mean no files changed its names, no new files added, no new registry entries required etc.
To create a CAB file, use cabarc.exe from Microsoft Windows SDK.
Creating a brand new installer may be a better option. Look at this tools for creating installers:

You best solution is to use dark.exe (part of the WiX toolset).
This will enable to you decompile the MSI and CAB files, edit the installer source as XML and then recompile this into a new executable. Unfortunately this route is not for the faint of heart and what you save on price will cost you in time.
I'm curious how your company created an MSI decades ago, but Sasha is right about time and money trade-offs. However if you're working with Visual Studio, you might try the InstallShield Limited Edition for Visual Studio. It may have enough capabilities to suit your needs.

What I need is a directory which the user can handle as a single file in the Windows explorer. Does something like this exist? If not, what comes closest?
The closest thing is probably Alternate Data Streams, although those are more akin to MacOS Named Forks than Bundles.
There are also some special cases, for example if you save a website with Internet Explorer you get an HTML file and a folder which are linked together.
Depends on your particular needs. As mentioned above, named streams are possible (on NTFS), however you should notice that not all applications copy files with named streams correctly. In some scenarios regular ZIP archives can work (Explorer shows them as folders). If you are doing software development, there exist libraries that let you store many files in one container file (eg. SolFS).
I think you can create a folder with an extension, e.g. Myfolder.bundle, then you can associate that extension with a custom icon. So it looks like a bundle as far as the end user is concerned.
