I believe the answer is "no" to both. You can import custom VM images such as VMDK, QCOW2, KVM or OVM, and you can customize hosts created from OCI published OS images, but you cannot install from your own ISO. Also, custom images are not available to the free tier.

The thing is that I am studying Oracle database administration, and I want to test everything out on a VM where it has Oracle Database 12c edition, along with Enterprise Manager Cloud Control.
Are there any VMs that are ready to be used after deployment having those products? It doesn't matter if it have linux OS or windows.

See Pre-Built Developer VMs (for Oracle VM VirtualBox). Yes, I know - you want Enterprise Manager Cloud Control (EMCO) but I wouldn't know whether any of those has it or not.
I'm not a DBA so I have no idea what it actually is, but - if it can be downloaded and installed separately (why not? Most, if not all Oracle software is free to download and use for educational purposes), perhaps you could install one of those virtual machines and - additionally - install EMCO.
I have Windows VPS with a local hosting provider. Right now I have four .Net applications hosted on this VPS. I want to migrate my all applications to digitalocean.com. As I know Digitalocean provides VPS and they name it droplets.
In their documents, they say we provide unmanaged VPS which means I have to take care of software installation)(s).
Before starting this migration I have these questions in my mind.
Does it provide an admin panel like Plesk to manage Windows droplet?
Can I manage to deploy multiple sites on single droplet through an admin panel?
Does it include Windows server license in their package or I have to
pay separately to create a Windows VPS? I am not even sure if they
provide Windows server ready or I have to install Windows Server OS too
..... :)

As far as I know, currently, DigitalOcean only supports Linux and Linux-based OS's. You can try to use something like https://steemit.com/tech/#hursh/tutorials-how-to-install-windows-on-digital-ocean but it is not confirmed feature.

Tools like that rely on the Web Services SDK to function and SDK support is only exposed on pay versions. Some of these tools even rely on features that are only included in vCenter which looks to be the case on that specific plugin. You can use the full version of vCenter and full version of ESX/i for 60 days in eval mode to test out these tools which can be useful in helping make a case to management/leadership to purchase the full versions.

I am looking for a free downloadable vmware image with java development environment; an app server and database is installed/set up. I will be using it for personal educational purpose. It would be nice, if I get some running hello world examples in different latest java technologies (Spring, hibernate, JSF). I prefer guest OS as windows.
