Do Golang has Portable edition on windows , something like Strawberry Perl portable edition https://strawberryperl.com/releases.html , or git Portable ("thumbdrive edition") , that you can download Go as zip file on windows and extract it and work with it ?
also on this site : https://go.dev/dl/ i see to files MSI and ZIP what is the exact difference between them ?

I just download the zip file from the downloads page https://go.dev/dl/
Then I just alias go to the {unzippedDir}/bin/go.exe

I am currently working on a research project that is on the Ubuntu environment. I am testing to see if it can work on MacOS. I am trying to meson build but the dependency requires libsctp. Is there an equivalent package for Mac?
I've tried libusrsctp but it is not the same.

I am not aware of a macOS port so you have have to port it yourself.

There is a upload feature on the site. I want to check if the file is infected before it gets processed. Is there any way to achieve this using a gem or having some inhouse code for it?
You can try Clamby:

After setup you can use the Clamby.safe?(path) command to check files.
(I also use it to check uploaded files)

Before learning Shoes I want to see some real example of a Ruby GUI windows desktop app using "Shoes". Please point me to some downloadable example for Ruby GUI windows desktop app using "Shoes" library.

Samples are in the repository. As far as executables, it is simply Ruby. Depending on the operating system you are using depends on how you signify an 'executable'.

i need windows ( and linux latter on .. ) GUI framework that is based on scripting language ( doesn't matter which )
that the end result will be compiled native exe ( not relayed on installed script engine )
is there such beast ?
shoes is very nice, cross-platfrom, written in ruby and allows to package programs as executables for win32, mac, linux.
