I'd like to connect Database Note Taker to Redshift, but the standard drivers dont do it. What do I have to do in order to connect?

Yes and we will add support for other platforms in the future. So long as it's a relational database and there are freely available connectors, then Database Note Taker will be able to work with it. Out of the box you can connect to Microsoft Sql Server, and MySql via ODBC.
Given that Amazon Redshift is based on PostgreSQL, it is highly unlikely that Database Note Taker will work with Amazon Redshift.
I also note that the the website is dated 2014 and the program was last updated in 2016.
I also notice that there is a 'Contact Us' page on that website, so you should probably ask them.

We have a custom inventory system, for tracking all of our database, including Oracle v12 and v19 based databases. But as our DBA team has work with Container Databases (CDB), we need to identify, which one is a standalone or container, but we don't have any option to connection to the, due to our security policy.

It seems that it's not possible, as the documented clearly mentioning, that first, it's necessary to connect to the database, and only then to run the following command: SELECT CDB FROM V$DATABASE;
And if the CDB column returns YES, the current database is a CDB. and NO, if the current database is a non-CDB.

I need to write comment on column / table and to have a summary of data flow that creates/modifies data and most important, at a conceptual level what data means. I'm also looking for a free tool

From the documentation they say it potentially support every database but I can't connect to Oracle.

Out of the box you can't connect to Oracle, therefore you need a driver. Check with them to understand which driver they mean when they said "freely available connectors". Out-of-the-box in this context refers to the drivers that appear in the selection list.
My advice: Ask them which kind of driver do you need. If standard ODBC is ok, you must download the ODBC driver from Oracle.

Important Check whether this product supports 64 bits or it is 32, in order to select the right ODBC driver.
TL;DR:
Is there a way to connect to an Oracle DB via JDBC without the Oracle JDBC driver? Or any other way (e.g. hibernate)?
Full story:
We have an existing Spring Boot app, which connects to an Oracle 11c database instance using OJDBC driver. Spring Boot internally uses JdbcTemplate to execute a few inserts and selects, basically 5 or 6 type of statements. Technically it is working fine.
However we are in an interesting situation, the code we built has to pass through a series of checks (we are working as subcontractors under a larger international company), and part of these checks is a license inspection. BlackDuck (https://www.blackducksoftware.com) is used to report every single library which is linked in the solution (around 280 in our case), and we had to manually add the copyright statement to each (for example: "Copyright © 2005-2019 The Apache Software Foundation. All Rights Reserved."). We added the Oracle Technology Network license to the Oracle Driver, and it was rejected by the legal team of the international company:
"Unless we are actually licensed to use an Oracle database (which you are not), we cannot allow the use and distribution of the Oracle JDBC drivers. Those drivers are licensed under the Oracle Technology network license and it obligates XXX [company name] to designate Oracle as a 3rd party beneficiary, which is not something our legal department allows. You must therefore find a compatible replacement that is licensed under open source."
Now, we are obviously trying to get around this thing (seeing as the end client who is receiving the solution has a licensed Oracle DB installed, and we can see earlier versions of the OJDBC driver in the company's Nexus repository), but I wanted to ask, is there a way to connect to an Oracle DB via JDBC without the Oracle JDBC driver? Or any other way (e.g. hibernate)? To my knowledge, Oracle DB communication protocol is not fully standard, that's why you need the Oracle drivers. Is there an open source alternative that I don't know of?
Oracle DB communication protocol is not only "not fully standard", there is simply no SQL or JDBC standard for any on-the-wire communication protocol for SQL databases, they are all proprietary.
There is no open-source alternative that I'm aware of, and there couldn't be without Oracle's help as the protocol is not publicly specified as far as I know. We solved a similar problem by having our customers with an Oracle license add the driver to their deployment of our app, that way we didn't redistribute it, and they were the ones who used it.
Yes, use someone else's driver. Progress makes one for example.
I'm not speaking on behalf of Oracle in terms of the quality of THIS driver or the legal terms concerning your decision to not use our driver. However, there are alternatives to our driver for Java applications, and this is one of them.
I'm trying use Microsoft SSMA for Oracle to migrate a database onto Azure SQL, but I can't get it going. I've double checked the server name, server port, Oracle SID, password... everything. No matter the type of entry screen I use, I can't get it to connect to the on-premise Oracle instance.
I'm pretty sure the login information is all correct, and I should have a working connector to Oracle since I connect to it from TOAD on a daily basis. I tried installing Oracle libraries per previous posts but not sure if I did it successfully because the issues still remains.
What are the troubleshooting steps I should take in order to make this work?

Compatible Oracle Data Access Connectivity libraries were not found on the machine. You can install them from Oracle product media or download it from Oracle web site.

After a few more days of debugging, I was finally able to get SSMA to work. This answer helps to document my solution for personal use, as well as hopefully answer anyone else's question in the future.
After looking at the list of prerequisites to have SSMA running, I saw that I needed to have a correct Oracle client running. After some internal discussion, it was likely that the Oracle client SSMA needed was different than the one my computer already had for TOAD. The .Net provider for the TOAD connectors was probably not useful for SSMA.
We run Oracle 11g but I had to install Oracle 12c because 11g did not support Windows 10 apparently. Not too much of a roadblock here.
I found this guide to install Oracle client 12c pretty helpful. Shoutout to my alma mater.
Unfortunately the installer kept freezer, but using this former post, I was able to bypass it with the windows command:
setup.exe -ignoreprereq -J"-Doracle.install.client.validate.clientSupportedOSCheck=false"
After that, I saw different error messages when trying to connect SSMA. I kept trying different options with my logins until it worked. Provider: OLEDB Provider, Mode: Standard.
After being granted the appropriate permissions, I was finally able to access our internal tables and objects.
It was a pretty annoying question with a lot of rabbit holes along the way, but it was definitely worth it, being able to translate all our Oracle schemas to Azure SQL with a few clicks. Hope this helps!
Make sure to validate all steps mentioned below before going to install Microsoft SQL Server Migration Assistant for Oracle.
Make sure you have already installed SQL Server instance that will host the migrated database. Also keep in mind that you are not installing SQL Server Express edition to host the migrated database.
You must have sysadmin account to install SQL Server Migration Assistant for Oracle.
Make sure to install SSMA for Oracle on the server that will host newly migrated database on SQL Server.
It is recommended to install Oracle client software on your target system where SQL Server Instance is running.
Make sure your windows server has Microsoft Windows Installer 3.1 or a later version. Port 1434 should be open.

Connect to Oracle with Oracle Client Provider.
Azure also has other way can help you migrate Oracle database to Azure SQL database, such as with Azure Data Factory. If you still has the connect error. I think you can try to use it. Please reference this tutorial: Copy data from and to Oracle by using Azure Data Factory.

I have only used db links to get access to remote db so far. Now I have to find a way to use JDBC to connect to remote db and get data. Can someone guide me what all things would I need to ask the remote db admin in order to setup a jdbc connection, and once I have the connection, how do I query the database using java stored procedure, just like I am querying it over remote db right now with db link?
You've described a fairly complicated problem, but haven't given any information about your database or operating system. Are you connecting to a SQL Server database? MySQL? Are you running on Linux? Windows?
First, you'll need a driver. That's going to depend on the database, operating system and versions thereof that you're using. For example, here is the Microsoft ODBC Driver for SQL Server (Oops, looks like it's currently unavailable.)
Second, you need to set up Oracle Heterogenous Services. That's fairly complicated and not something I can answer here. You might start with the Database Gateway for ODBC User's Guide.
Oracle does have gateways for various other databases, but they're licensed additionally from the database itself.
