Indian Credit card declined on heroku - heroku

I tried to pay through an Indian ICICI bank-issued credit card(visa and American Express). But I'm not able to pay. It always says Card Declined. Do you guys have any alternate solution for this?
I have also read this article:

But I am not sure how to deal with this. How am I going to make payments now?

Autocomplete location and Google Maps Nearby Places in Android studio, Do I need a billing account?

I understand that for using the API that allows to provide autocomplete addresses and to show the nearby places in a maps, I need to have a billing account. It is just a universitary project, so I would not like to have a subscription. However, I read that when I enable billing on my account, I will not pay nothing. I'm not sure about these information. Anyone could give me more information?
Yes u should have a billing account. You just need to do just link your credit or debit card to your account unless your API will not work. Just add a your card u can get free 3 months trial

Does a Google Play developer account cost more than $25 with tax?

Does a Google play developers account cost more than $25 with tax? Or is there no tax when buying an account?
The reason I ask is I'm going to buy a Visa gift card so my friend can purchase an account and I wanted to just get the $25 one.
Sorry if this is not the right forum for this post.
I live in USA if that change things.
If it at all works the same way that google domains works, I think that you end up paying no tax. It might very state by state. To be safe, you really should consider buying a $30 gift card. From my experience you should be ok with $25.

charge on product after purchage for free trial with Authorize.net CIM extension

One of my client want following functionality with Authorize.net CIM :
We would like to start offering Product for free for 30 days. When
the clients signs up for their free trial of Product they would need
to give us their credit card number. We would charge them $0.01 to
make sure that the card was good. They would have 30days to cancel
their membership at no cost. At 31 days we would charge the card on
file $25.
I am not sure whats the term I should use for this, may be recurring or anything else.
Please help me how can I achieve this task?
Please suggest any extension that one can solve this.
Thanks in advance!
This is possible using CIM, but you will need to build your own scheduler to check daily if the correct number of days has passed and has not been cancelled. Also, if you create the payment profile using validationMode = liveMode, Authorize.Net will confirm that the card is valid as part of the creation process.

How to redeem credit points assigned to the customer in magento

I have a requirement where I want credit points to be used by the customer for future purchases. I have issued credit points to a customer account using Admin on my testing server but I cannot redeem those points using the customer account...
I have found some extensions that say they provide this functionality but I dont wanna pay for something which maybe inbuilt in magento.
Please guide, google doesn't seem to have any answers on this one...
I do not believe that this is a built in feature of Magento. I've had to do a ton of research on this - and it appears that plugins had to be made to make this possible.
One specifically that we found is: Customer Credit Extension
It seems to cover everything you need to do. Good luck!

SMS payment option for website access

I see this very often in the UK where websites will let you signup by sending a text to a number, I have never seen an option for this in the USA do you know if there are any company's for the small time guys in the US that can provide this service?
http://google.com/search?q=sms+short+codes+usa
http://www.usshortcodes.com/
http://www.textmarks.com/
etc...
Try Zong (Switzerland), or EVP (Lithuania), they both provide US short codes.
In the US, Premium SMS requires double-opt-in, which drastically reduces the conversion rates.
